Comprehensive Analysis and Update of Solano County Public Facilities Fees

The Solano County Administrator's Office is requesting Statements of Qualifications (SOQ) from qualified firms to procure a contract for the analysis, preparation and release of a comprehensive report related to the County's Public Facilities Fees. The primary purpose of this solicitation is to procure services with a qualified company that is familiar with the requirements related to the establishment of the Public Facilities Fees and can advise how the County can maximize the collection of revenues through use of this funding source. Solano County supports public facilities and capital improvements, required as the result of future development within Solano County, through the collection of Public Facilities Fees. The Mitigation Fee Act (Government Code Section 66000, et. seq.) requires that the premises and projections upon which Public Facilities Fees were established be evaluated at least every five years. The last evaluation was approved by the Board in 2019. The comprehensive study will evaluate the relationship between new development within the County and the amount of public facilities the County must acquire to accommodate growth through the year 2040. The study will determine facilities costs and calculate Public Facilities Fees by land use type. The estimates of public facilities required to serve growth assume that new development will provide facilities adequate to maintain County facility standards. The purpose of this Request for Qualifications (RFQ) is to procure an all-inclusive, broad-based contractor to meet the County's needs within the given time line that meets the requirement for a 5-year study under Government Code Section 66000, et. seq.
