REQUEST FOR EXPRESSIONS OF INTEREST CONSULTANT’S QUALIFICATIONS BASED SELECTION (CQS) Name of Project Uzbekistan – Education System Capacity Building (SCB) Project - P181602 Loan No/Credit No/ Grant Number GPE Grant No. TF0C5368 Assignment Title Selection of a Consulting Firm for Development of Performance-Based Budgeting Methodology, M&E Framework and Capacity-Building Support Procurement Plan Ref Number SCG-CQS/4 Country of Delivery Republic of Uzbekistan The Republic of Uzbekistan has received financing from the Global Partnership for Education (GPE) through the World Bank toward the cost of the Uzbekistan Education System Capacity Building (SCB) Project and intends to apply part of the proceeds for the following consulting services. The consulting services (“the Services”) include development of a performance-based budgeting/financing methodology, performance indicator system and M&E framework for preschool and school education. The assignment also includes targeted international benchmarking, preparation of practical budgeting tools, reform proposals for per-capita financing and remuneration/KPI systems, related follow-up ToRs, training and capacity-building support for MoPSE and education finance staff, and preparation of an implementation roadmap and handover package. The detailed Terms of Reference (TOR) for the assignment can be found at the following link: https://drive.google.com/drive/folders/1xlLIL4ULRohmfO9vG2eLIWIeqIJauUzA?usp=sharing The Ministry of Preschool and School education of the Republic of Uzbekistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (Sixth Edition, February 2025) (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following criteria: The Firm shall demonstrate the following qualifications and capabilities: at least seven years of relevant corporate experience in one or more of the following areas: education financing, public financial management, program budgeting, performance-based budgeting/financing, monitoring and evaluation, performance indicator systems, institutional reform, or capacity development; successful completion of at least two relevant assignments during the last five years in areas related to budgeting methodology, education financing, performance-based budgeting/financing, M&E framework development, performance indicators, public-sector reform, institutional capacity development or comparable advisory services. Assignments involving education-sector financing, per-capita financing, remuneration or KPI-based performance frameworks, donor-financed projects, or work in Uzbekistan/Central Asia/CIS countries will be considered more relevant; experience in at least one assignment implemented for a government institution, public-sector organization, donor-financed project, international organization or development partner; demonstrated experience in preparing practical outputs such as methodologies, guidance materials, indicator matrices, M&E tools, training materials, reform recommendations, implementation plans, or similar advisory products; ability to conduct targeted benchmarking or comparative review in areas relevant to the assignment, including education quality assessment, performance indicators, per-capita financing, remuneration/KPI models or education-sector financing arrangements; and capacity to organize consultations, prepare deliverables in required languages, and provide quality assurance within the required timeframe. Interested Consultants must be legally registered consulting firms or equivalent professional organizations with legal capacity to enter into and implement a World Bank-funded contract. Consultants may also submit EOIs in association/JV/consortium. In such cases, the EOI shall clearly indicate the lead member, role of each member, and which member performed each referenced assignment. Relevant experience of JV/consortium members may be considered cumulatively. For EOI evaluation, Consultants should provide a brief project reference table indicating the client, country, assignment title, implementation period, role of the firm/JV member, main scope performed, and key outputs produced.
