REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) Country : São Tomé and Principe Project : ACCESS TO CLEAN RESILIENT ELECTRICITY PROJECT (ACRE) Loan No./Credit No./ Grant No. : E259-ST Assignment Title: Recruitment of Transmition and distribution Expert to finalise legal documents. REFERENCE NO : 39/C/ACRE/2025 The Government of the Republic of Sao Tome and Principe (GoSTP) has received grant financing from the World Bank toward the cost of the Access to Clean Resilient Electricity Project (ACRE) whose objective is to increase access to sustainable and clean energy in Sao Tome e Principe. This is aligned with the ASCENT MPA Program Development Objective (PrDO) of accelerating access to sustainable and clean energy and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) is to recruit a Transmition and distribution Expert to finalise legal documents . The objective of the assignment is to support AGER in the review, harmonization, refinement, and finalization of draft electricity sector regulatory instruments already developed under previous technical assistance activities, in alignment with Decree Law No. 26/2024 and the broader modernization agenda of the sector: The assignment is intended to ensure that resulting regulatory instruments: Are internally coherent, legally consistent and aligned with the overarching electricity sector legal framework; Reflect international best practices adapted to the institutional, technical and commercial realities of São Tomé and Príncipe; Are technically sound and commercially implementable by AGER and sector operators; Support the gradual modernization and operational sustainability of the electricity sector, including the long-term development of regulatory capacity within AGER. The scope of this assignment is not intended to redesign the regulatory framework from inception. Rather, the expert is expected to build on the existing body of draft instruments, identifying gaps and inconsistencies, and bring the regulations to a finalized standard through close collaboration with AGER staff. The Project Administration and Fiduciary Agency (AFAP) invite eligible consultants(“Consultants”) to indicate their interest in providing the services, sending a Letter of intent. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services according to the TOR. Points General Qualification and Professional Experience – 20 points Education Advanced degree (master’s or higher) in relevant field 5 Years of Experience ≥10 years in electricity sector (progressively responsible roles) 10 Professional Profile Relevance of career trajectory to regulatory and advisory roles 5 Specific Experience Relevant to the Assignment – 40 Points Regulatory Drafting Experience Demonstrated experience drafting/revising electricity regulations 15 Access & Interconnection Frameworks Experience designing or reviewing grid access / TPA frameworks 10 Commercial Regulations Experience with customer relations, billing, metering, or service quality frameworks 10 Grid/Technical Knowledge Understanding of power systems, network operations, and constraints 5 Experience in Comparable Contexts – 15 Points Developing Countries Experience in low-income or fragile contexts 5 Small/Isolated Systems Experience in island systems or isolated grids 5 Regional Experience Experience in Sub-Saharan Africa or similar markets 5 Experience with Donor-Funded Projects – 5 Points IFI Experience Experience with World Bank or similar IFIs 2,5 Procurement/Compliance Familiarity with WB regulatory/procurement frameworks 2,5 Language and Communication Skills – 20 Points English Proficiency Fluency (written and oral) 5 Portuguese Working knowledge or ability to operate effectively 15 Note: AFAP reserves it ’ s right to verify submitted references and use obtained information for evaluation purposes. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. The consultants are strongly advised to limit their Expression of Interest to 20 pages. A Consultant will be selected in accordance with the procedures set out in World Bank’s Guidelines: World Bank Procurement Regulations for IPF Borrowers”, dated September 2025 “Individual Consultant Selection method” and will be based on the qualifications and experience set out in the evaluation criteria above, with candidates required to obtain a minimum score of 75 points.
