Storm Sewer Cleaning and Inspection Program Plan

Description

RTD is seeking professional assistance with the cleaning, inspecting, and documenting of storm sewer infrastructure that drains to local waterways within a metropolitan transit system setting while complying with Colorado Discharge Permit System (CDPS) regulations. Program scope entails collaboration with RTD to execute and build upon a CDPS compliant storm sewer cleaning and inspection program plan for all agency owned pipes, catch basins, and stormwater conveyance system features that drain to the South Platte River from rail corridors, stations, platforms, and properties under RTD’s municipal separate storm sewer system (MS4) permit. The plan must specify that at least 20% of the permittee’s MS4 system pipes draining to the South Platte River Segment 14 be cleaned each year, rotating so that all pipes are cleaned within a five-year period. This program will include the CDPS compliant cleaning and inspecting of all RTD owned storm drainage infrastructure on an as needed/on-call basis throughout the agency’s eight county service district. The scope will include assisting RTD in compiling program documentation that includes mapping, inspection reports, condition assessments, cleaning records, and relevant regulatory compliance data. The program goals are as follows: To inspect, evaluate, and document relevant storm sewer drainage infrastructure characteristics as they pertain to MS4 permit requirements, capital program conditional factors, asset management aspects, and mapping features. To clean and inspect any agency storm drain feature on an as needed/on-call basis in an effort to eliminate any pollutants discharging from RTD facilities, improve drain functionality, and identify damaged or clogged stormwater infrastructure. To collaborate with multiple RTD working groups in shaping, building, and fulfilling a viable Storm Sewer Cleaning and Inspection Program Plan (SSCIPP). Locations include: Properties covered under RTD’s MS4 permit that drain to the South Platte River’s Segment 14 “Mainstem” from the Burlington Ditch Headgate to Bowles Avenue. Any RTD owned or locally shared (municipalities, cities, districts, etc.) stormwater drainage system component (as needed/on-call). Period of Performance: Three (3) base years, and two (2) 1-year options
