(1) Vendor needs to provide transit priority strategies impacts and cost–effectiveness service • Increasingly implementing transit priority strategies to improve service reliability, travel times, operating efficiency, and customer experience.• Develop a guide, with supporting evaluation frameworks and decision–making tools, to enable transit agencies to assess, compare, prioritize, and communicate the costs, benefits, and effectiveness of bus transit priority strategies.• Transit priority typologies and current practice. Identify and document bus transit priority strategies currently used by transit agencies.• Performance and service impacts. Assess the operational and service impacts associated with bus transit priority strategies.• Resource allocation. Evaluate the cost–effectiveness of implementing bus transit priority strategies and the associated return on investment.• Service characteristics and contextual factors. Analyze how bus transit service characteristics and built–environment conditions influence the effectiveness of transit priority strategies.• Institutional and implementation challenges. Identify institutional, operational, community, and governance barriers to implementation and mitigation strategies for those barriers.
