(1) Vendor needs to provide electronic sourcing (e–sourcing) solution.– Provide a comprehensive, secure electronic sourcing (E–Sourcing) solution to support procurement operations across its colleges and administrative units.– Solution shall support the complete sourcing lifecycle, including solicitation development and issuance, supplier registration and management, vendor communications, electronic bid and proposal submissions, evaluation and scoring, award workflows, reporting, audit trails, and supplier diversity tracking.– Solution provides functionality to create, edit, and cancel multiple types of solicitations to support both basic and complex purchasing scenarios.– Solution makes Solicitation Development functionality available to all authorized users, with user access governed through administrative, role–based, or other access controls.– Solution enables solicitations to be created independently, without requiring an associated purchase requisition or request in the system.– Solution provides the ability to assign one or more commodity codes identifying the goods or services being procured within a solicitation, with controls to prevent unauthorized alteration of assigned commodity codes.– Solution provides the ability to post all questions and responses publicly as part of the solicitation, without disclosing the identity of the Supplier that submitted the inquiry.– Solution supports placement of workflow steps in sequential (in–series) and parallel (multi–path) routing configurations.– Solution supports conditional workflow rule definition and multi–factor data triggers within a single rule to enable complex routing scenarios, including dollar thresholds, user roles, commodity classifications, contract types, or other defined criteria.(2) All questions must be submitted no later than October 19, 2026.(3) The contract period will be for three years.
