The World Bank support the transport sector in Tuvalu through the ongoing Tuvalu Safe and Resilient Aviation Project (TuSRAP). TuSRAP, focuses on developing a safe and resilient aviation sector building on the achievements of the Tuvalu Aviation Investment Project (TvAIP). The project development objective of TuSRAP is to improve the safety and resilience of the Recipient’s aviation sector and to ensure reliable regional air connectivity. 2. OBJECTIVE The main objective of the assignment is to provide accounting and financial management for TuSRAP in accordance with the Financing Agreement, requirement of the World Bank and to achieve the Project Development Objectives. 3. INVITATION The PMU on behalf of the Implementing Agency now invites eligible individuals (“Consultants”) to indicate their interest in the position herein available within the PMU of the TuSRAP project – the Project Accountant (Consultant) Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with a description of experience in similar assignments, similar conditions, two references, etc.) 4. EXPERTISE REQUIREMENTS Essential: Academic Qualifications: A Bachelor’s Degree in Accounting, Finance, or a related discipline from a recognized regional or international institution (such as the University of the South Pacific or equivalent). Candidates holding a formal Diploma in Accounting coupled with at least four (4) years of work experience will also be considered. Professional Experience: A minimum of two (2) years of hands-on experience in accounting or financial management roles. Desirable: Experience: Prior experience working within the Tuvalu Government financial system, line ministries, or national public enterprises. Technical Skills: Proficiency with Microsoft Excel and a strong operational familiarity with modern cloud-based accounting software (direct experience with Xero or the Government’s centralized financial management systems is considered an advantage). Project and Donor Familiarity: Prior experience handling financial operations for World Bank-funded projects, or similar multilateral/bilateral donor-funded initiatives (e.g., ADB, DFAT, MFAT, or regional agency projects). Consideration will also be given to candidates with strong experience managing public funds within the Tuvalu public service framework. Local Context & Adaptability: Demonstrated understanding of the Tuvalu local context, government structures, and institutional arrangements. Proven ability to work effectively under pressure, maintain attention to detail, and collaborate within a tight-knit project management team. The Consultant will be expected to work independently with minimal supervision at times and should be able to demonstrate initiative and a pro-active approach to their work. Attention to detail and demonstrated time management skills and working to fixed deadlines. The attention of interested Consultants (including firms) is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers revised in September 2023 (the Regulations”), setting forth the World Bank’s policy on conflict of interest.
