RFI#2324-014 Drone as First Responder (DFR) Program
City of Redondo Beach / Purchasing
Description
The City of Redondo Beach Police Department (Department) is seeking responses from qualified firms with the ability to provide fully, or semi-autonomous, small unmanned aircraft system (small UAS) to fly to reported emergencies and enhance public safety by increasing situational awareness for first responders. While the Department has operated a DFR program for several years, there is interest in expanding this capability, particularly with technology that may make it possible to use advance sensors and systems to reduce, or potentially eliminate, personnel needed to launch, maintain observation, and perform routine tasks like battery changes between flights. The City is seeking a solution that is versatile, forward-thinking, service-based, responsive, easy to update, intuitive, capable of adapting to new technologies, and meets the needs outlined in the system requirement appendix. The City currently utilizes Aerodome, LLC. technology for our DFR service. Aerodome LLC., has tested and proven the ability during numerous flight operations in Redondo Beach to fly remotely, without the need of a visual observer, in an automated fashion. The City has not yet obtained an FAA Part 107.31 Visual Line of Sight Aircraft Operation Waiver. The information received in response to this RFI will help determine the approach taken, and approximate funding required, to provide the Department’s DFR program. The Department would like to establish a pool of vendors capable of providing these services with the ability to provide a powerful and reliable platform. The information provided in your response should also educate the City about the solutions you offer and how your firm will be able to help Redondo Beach meet or exceed the requirements listed in this RFI and dynamic enough to suit the evolving needs of the City over time. This is not a solicitation for quotations, bids, or proposals. The City may contact Respondents, at its sole discretion, for additional information or online demonstrations. The City shall not be obligated to contact any respondent, or purchase goods or services related to this RFI. Response to this RFI is not mandatory to be considered for any potential, future solicitation for a DFR services. The City will determine, at its sole discretion, whether to proceed with a formal solicitation following the RFI. It is entirely the respondent’s responsibility to remain informed of the City’s issuance of any future solicitations. The City assumes no liability for failure of respondents to obtain and respond to any such solicitation , should one occur. The City also reserves the right to enter into a contract for the services described without the issuance of an additional solicitation.
