REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION) Country: Eastern and Southern Africa (ESA) Project: Regional Emergency Preparedness and Access to Inclusive Recovery (REPAIR) Loan No./Credit No./Grant No.: TF0C5097-3E Assignment Title: Recruitment of a National Focal Point – Democratic Republic of Congo (DRC) Reference No.: MZ-REPAIR-557264-CS-INDV African Risk Capacity Limited (ARC Ltd.) has received financing from the World Bank toward the cost of the Regional Emergency Preparedness and Access to Inclusive Recovery (REPAIR) Programme and intends to apply part of the proceeds for consulting services. The consulting services include the recruitment of a National Focal Point for the Democratic Republic of Congo (DRC) to support the implementation of the REPAIR Programme at country level. The National Focal Point will serve as the principal liaison between ARC Ltd. and national stakeholders, support programme implementation, coordinate country-level activities, facilitate stakeholder engagement, support operational preparedness, monitoring and reporting, and contribute to the achievement of the Programme Development Objective of strengthening financial and operational preparedness to respond rapidly to climate and other shocks. The assignment is full-time for an initial period of one (1) year, renewable annually subject to satisfactory performance. ARC Ltd. now invites eligible individual consultants ("Consultants") who are nationals of the Democratic Republic of Congo to indicate their interest in providing the Services. Interested Consultants should submit information demonstrating that they possess the required qualifications and relevant experience to perform the Services, including a curriculum vitae (CV), telephone contact details, postal and email addresses, and copies of relevant academic qualifications. The Individual Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the World Bank's Procurement Regulations for IPF Borrowers, Seventh Edition, September 2025, and will be evaluated based on the criteria indicated below. The shortlisting criteria are: At least a Master's degree (or equivalent) in Project Management, Business Administration, Economics, Finance, Risk Management, Disaster Risk Management, Climate Change, Development Studies, Public Administration, or a related field. A minimum of eight (8) years of relevant professional experience in project or programme management, development programmes, disaster risk management, climate resilience, humanitarian response, insurance, disaster risk financing, public sector programmes, or related fields. At least five (5) years of experience coordinating and collaborating with government institutions, development partners, donors, financial institutions, non-governmental organizations (NGOs), United Nations agencies, or other relevant stakeholders. Demonstrated knowledge and practical experience in one or more of the following areas: disaster risk management, climate change adaptation, disaster risk financing, resilience programmes, humanitarian response, insurance, sovereign disaster risk financing, or related fields. Demonstrated ability to establish and maintain effective working relationships with government counterparts, development partners, donors, financial institutions, and other key stakeholders. Demonstrated ability to manage competing priorities, coordinate multiple activities and stakeholders, identify implementation challenges, and propose practical solutions in a dynamic working environment. Fluency in English and French, both written and spoken, is mandatory. The Consultant must be a national of the Democratic Republic of Congo. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers, first published in July 2016 and revised in September 2025, Seventh Edition ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.
