Electric Cost-of-Service Analysis & Rate Design Study

Description
The City of Pasadena’s Water and Power Department (“PWP”) is conducting a search for an experienced technical/financial consulting firm (“Contractor,” "Consultant" or "Proposer") to complete an Electric Cost-of-Service Analysis (“ECOS”), and develop and design a robust financial model and rate structure. The purpose of this project is to develop a near-term rate restructuring proposal that ensures revenue adequacy and fair and equitable allocation of costs while balancing customer affordability and impacts to customers. These efforts are expected to produce an electric rate structure that reflects Pasadena’s forward-thinking policy goals and community values, including Pasadena's goal to convert to 100% Carbon-Free Energy by 2030. In concert with these goals, PWP is looking to explore rate structures and pricing incentives that will include options for clean energy technology and accommodate evolving trends towards “bi-directional” electrical grid usage by PWP customers, including customer-owned generation and storage devices. The resulting rate structure must comply with California Law. The project is expected to result in a financial planning model that can be used for rate design under different scenarios. The financial model will also be developed to support future decision making for rates and structures as conditions change; the plan will reflect iterative design components that will provide PWP with resilient financial resources in order to support long-term sustainability. The project will also entail extensive engagement with the public to garner understanding of and support for the chosen rate design. Proposals are requested from Contractors that have a demonstrated ability to perform the tasks identified in the “Scope of Work” section contained within this Request for Proposal (“RFP”).
