  "summary": "<p><span style=\"font-size: 14px;\">The purpose of this Request for Proposal is for Flagler County, and its participating municipalities, to acquire comprehensive disaster recovery and mitigation management services on an as-needed basis. The County seeks proposals from qualified contractors to assist in strategically managing the project development, administration, and coordination of various federal and state disaster programs. Such programs may include, but are not limited to, FEMA Public Assistance (PA), FEMA Hazard Mitigation Program (HMGP), HUD Community Development Block Grant Disaster Recovery, and the Federal Highway Emergency Relief Program. In addition, the contractor may be required to provide project development and grant management services for any existing, open disaster recovery efforts. The County is also seeking assistance in preparedness and response operations including but not limited to assistance in the Emergency Operations Center (EOC) during an activation, documentation and expenditure tracking, and pre-event preparedness support.</span></p>",
