(1) Vendor needs to provide short–term rental registration, compliance and occupancy tax software. – Provide software solution to assist in the identification, monitoring, and enforcement of the regulations established, along with a platform for occupancy tax filing and collection.– An intuitive, user–friendly interface for both property owners and agency staff.– Mobile compatibility for on–the–go access by property owners.– Multilingual support to accommodate a diverse population.– The ability to correctly match online listings to existing properties, with verification of each property identified and justification of matching criteria used.– The ability to identify and distinguish between different property types, such as timeshares, villas, single residential homes, etc., and clearly label each property via icon for staff use.– The ability to identify the advertised minimum length of stay so the listing can be categorized as a long–term rental in accordance with the agency’s unique local ordinance definition of a long–term rental.– Self–service online user portal to register and manage one or many properties. This portal shall include the ability to obtain the agency’s Certificate of Authority to collect occupancy tax, file taxes on designed forms, import/export excel reports, and make payments.– The ability to generate email correspondence to accounts.– The ability for account users to update account information themselves.– The ability to process returned payments and display revenue in the correct reporting periods.– An open API for integration with state and municipal systems, and with booking platforms for verification of property registration status.– The ability to export data in CSV, MS Excel, and JSON formats.– The ability for property managers to remit taxes for all properties they manage in a single upload.– The ability to automatically request supporting documentation for an exemption taken on a tax return.– The ability to generate reports allowing for reconciliation to the agency’s bank account.(2) All the questions must be submitted no later than July 20, 2026.
