Description
General work description: The County of Sacramento (County) is a political subdivision of the State of California (State) that covers 994 square miles and consists of over 1.5 million residents. A five-member Board of Supervisors (Board) elected on a non-partisan basis is the county legislature. Other elected officials include the Assessor, District Attorney, and Sheriff. A County Executive appointed by the Board oversees the County’s day-to-day business operations. The Office of Budget and Debt Management (BDM) within the Office of the County Executive develops and monitors the annual budget, manages the County’s General Fund cash-flow, and oversees the issuance of County debt for financing of cash-flow and capital facilities. The Chief Fiscal Officer is responsible for coordinating all County fiscal and budget matters, including Federal and State funding streams. In addition to the responsibilities listed above, BDM is also responsible for the implementation and administration of the County’s State and Local Fiscal Recovery Fund (SLFRF) allocation received through the American Rescue Plan Act of 2021 (ARPA). The County is due to receive $301,469,072 in two equal tranches. The first tranche was received in May 2021 and the second tranche is anticipated for spring 2022. All SLFRF funds must be fully obligated by December 31, 2024, and fully spent by December 31, 2026. The contract awarded under this RFP will cover the period of time beginning August 1, 2022, through June 30, 2023, and may be renewed on an annual basis as needed throughout the funding period. The County is seeking expertise of a firm with respect to the compliance and administration of federal funds. Specifically, the County is seeking a professional consulting firm to provide expertise to augment staff’s capabilities to ensure compliance with federal regulations while maximizing the recovery of and beneficial uses of SLFRF dollars in the local community. The ideal consulting firm will have demonstrated experience and expertise in areas of project management, compliance with the federal Office of Management and Budget’s (OMB) Uniform Guidance 2 CFR, Part 200 federal funding requirements, federal acquisition and compliance requirements, as well as funding eligibility, compliance and reporting requirements under the SLFRF Final Rule and related guidance.
