Executive Search Firm For City Manager

This Request for Proposal (“RFP”) has been developed to solicit proposals from experienced and qualified executive search firms to complete the recruitment, screening, and hiring process for the City Manager position for the City of New Smyrna Beach. The City of New Smyrna operates under a Commission-Manager form of government. The City Commission, consisting of a popularly elected Mayor and four Commissioners, is responsible for legislative functions such as establishing policy, passing ordinances, adopting regulations, and developing an overall vision. The Commission also appoints a professional City Manager to oversee administrative operations, implement its policies, and advise it. The City Manager is appointed by the City Commission to serve as a chief administrative officer, responsible for implementing policy and overseeing day-to-day operations. The awarded firm must meet or exceed all terms, conditions, and specifications of the City. The successful proposer will hereinafter be referred to as the "Consultant". If an award is made it shall be made to the best overall proposer(s) whose proposal is most advantageous to the City, taking into consideration the evaluation factors set forth in this RFP. The City shall not use any other factors or criteria in the evaluation of the proposals received.
