(1) Vendor needs to provide real–time captioning services for Deaf or hearing–impaired incarceratedpersons to allow them to view captions instantly.• The contractor shall provide these services both at pre–hearing proceedings including, but not limited to, consultations, forensic assessment division interviews and attorney–client interviews, as well as at hearings including, but not limited to, parole consideration hearings, parole reconsideration hearings, rescission hearings, and offender with mental health disorder hearings.• Pre–hearing proceedings and hearings are generally conducted by video conference; however, the BPH holds approximately 5% of proceedings and hearings in person at the IP’s institution when deemed necessary to achieve effective communication.• The contractor shall certify, in the bid, the ability to provide real–time captioning services in English, both remote and in–person, using Microsoft Teams and Cisco video conferencing with captioners who meet the requirements set out in this contract at all the dates, times and locations required by agency.• The services shall generally be provided during normal business hours, between 8:00 am through 5:00 pm, Monday through Friday, state holidays excluded. However, due to the nature of agency pre–hearing proceedings and hearings, agency has no control over the length of proceedings or hearings.(2) All question must be submitted no later than July 17, 2026.(3) A contract period will be for one year.
