(1) Vendor needs to provide management and operational services to the government authority located in West Virginia.• Civil commitment, quality, outcome driven mental health care, evaluation and therapeutic treatment, and in the case of forensic care competency restoration, quality risk assessment, and evidence–based treatment focused on issues pertinent to their clinical and legal status; to maintain a secure, licensed, and accredited facility that integrates treatment and security; and to operate effectively and in a fiscally responsible manner.• Improve the clinical, behavioral, and functional outcomes of patients through the delivery of timely, evidence–based, person–centered care and treatment.• Maintain a safe, secure, and therapeutic environment by implementing policies, procedures, and practices designed to prevent harm, reduce risk, and protect the health and welfare of residents, staff, and visitors.• Develop and implement comprehensive discharge planning and transition services that facilitate continuity of care, access to community–based services, and successful reintegration into the community.(2) A pre–bid meeting will be held on October 14, 2026.
