(1) Vendor needs to provide Part C and Part D data validation services to the government authority located in California. – perform annual CMS–required Data Validation (DV) services for Medicare Part C and Part D Reporting Requirements.– The selected Data Validation Contractor (DVC) will conduct an objective review of reported data to assess its accuracy, completeness, and compliance with applicable CMS requirements.– The DVC shall:• Maintain independence and avoid conflicts of interest• Comply with all CMS data validation standards and timelines• Safeguard all Protected Health Information (PHI), Personally Identifiable Information (PII), and confidential information• Coordinate with the Sponsoring Organization (SO) to complete DV activities within CMS–mandated timeframes– Planning and Preparation• Review current CMS DV guidance, tools, and documentation• Complete CMS–required web–based Data Validation training (annually)• Assist the SO in understanding DV timelines, required documentation, and logistical requirements (without providing consultative services)– Review of Organizational Assessment Instrument (OAI)• Review and analyze the completed OAI submitted by the SO• Perform gap analysis to identify missing or unclear documentation• Identify follow–up questions and areas of focus for the DV review– On–Site or Virtual Data Validation Review• Conduct entrance and exit conferences• Interview key SO personnel and subject matter experts• Observe reporting systems and processes– Data Validation Testing and Analysis• Validate compliance with CMS Data Validation Standards • Perform census or sample testing in accordance with CMS Data Extraction and Sampling Instructions• Identify deficiencies, inconsistencies, or non–compliance(2) All the questions must be submitted no later than July 17, 2026.
