2026-40 Capital Connector Construction Project

PURPOSE AND SCOPE: The City of Charleston, WV (the City) is soliciting bids from qualified contractors listed on the West Virginia Division of Highways' Prequalified Contractors List, available at https://transportation.wv.gov/agencies/highways/divisions /contract-administration-division for the construction of the Capital Connector Project, a multimodal corridor improvement along Kanawha Boulevard East (US Route 60) and Greenbrier Street. Note: This project is funded through a RAISE (Rebuilding American Infrastructure with Sustainability and Equity) federal grant administered through the U.S. Department of Transportation and is subject to all applicable federal, State of West Virginia, and City of Charleston requirements. Construction Administration and Construction Engineering and Inspection (CEI) services associated with this project are also funded through the RAISE grant and are subject to the same federal requirements. The details contained in the following specifications are not designed to exclude any vendor from bidding but are offered as a means of describing the needs of the City of Charleston. Pre-Bid Meeting: A mandatory pre-bid meeting will be held at City Hall, 501 Virginia Street East, Room 308 on the 3rd Floor, on Thursday, October 29, 2026, at 10:00 am.
