Description

The City issues this Request for Proposals (RFP) to solicit proposals from qualified professionals to 1) facilitate a three-hour City Council annual retreat on a Saturday (to be determined) in January 2025 and 2) facilitate the annual performance review of the City Manager in March 2025 and 3) facilitate the annual performance review of the City Attorney in April 2025 by the City Council. The Scope of Work (SOW) is expected to include the following actions: City Council Annual Retreat Prior to the retreat, meet with the City Manager and Mayor to develop the structure and format of the City Council retreat, promoting transparency, efficiency, and collaboration between the City Council and staff. During the retreat, facilitate the discussion with the City Council to review each councilmember’s priority list, determine if there is consensus support, and develop a preliminary 5-year strategic plan in ranked format, factoring in what is achievable with available financial and staff resources within the desired time frame. After the retreat, provide the preliminary long-term strategic plan in Excel format to allow staff to append additional information to inform the feasibility of each priority, anticipated time frame, additional resources required (including cost), and other considerations, and provide status updates to the City Council. Facilitate performance evaluation of City Manager and City Attorney Review employment agreement for the City Manager Provide a form for each councilmember to rate/provide feedback on the performance of the City Manager Summarize and present the results during a closed session agenda item on a date to be determined. Facilitate the discussion between the City Council and City Manager in a professional, respectful, and constructive manner. Facilitate performance evaluation of City Attorney and City Attorney Review professional services agreement for the City Attorney Provide a form for each councilmember to rate/provide feedback on the performance of the City Attorney Summarize and present the results during a closed session on a date to be determined. Facilitate the discussion between the City Council and City Attorney in a professional, respectful, and constructive manner.
