(1) Vendor needs to provide sales tax and revenue bond consulting services for visitation and feasibility studies to the government authority located in Topeka, KS.– The sales tax and revenue (STAR) bonds are a financing tool that allows Kansas municipalities to issuebonds to finance the development of major commercial, entertainment and tourism projects with the intent to increase regional and national visitation.– Bond project will have on any outstanding special obligation bonds payable from the revenue.– An economic impact study that projects the financial benefit of the project to the local, regional, and state economies.– Market impact study.– Integration and collaboration with other resources or businesses.– Anticipated principal and interest payment schedule on the bond issue.– Net return on investment analysis.(2) All questions must be submitted no later than June 30, 2026.(3) The contract period will be for five years.
