Permanent Supportive Housing - Request for Qualifications

The purpose of this RFQ is to describe the desired development project, development site offered by the Commission, and to solicit Statements of Qualification (SOQ’s) from developers interested in developing a high-quality affordable, permanent supportive housing project. HUD defines Permanent Supportive Housing (PSH) as, permanent housing in which housing assistance (e.g., long-term leasing or rental assistance) and supportive services are provided to assist households with at least one member with a disability in achieving housing stability. This development project is targeted to support the housing-ready, unsheltered community with a dedicated set aside of up to 10 percent of housing units for unsheltered veterans. Prospective developers are invited to submit a SOQ to the Commission expressing their interest in the City’s identified development site and background information on their qualifications and comparable project experience. After the RFQ selection process, the Commission will proceed with the negotiation and execution of a Disposition and Development Agreement (DDA) for the development and subsequent operation of the project. The Commission seeks to develop a permanent supportive housing project in the near future, with a goal of entering into an agreement with a developer by 2023.
