GOVERNMENT OF MEGHALAYA PUBLIC WORKS ROADS DEPARTMENT, PWD (ROADS) MEGHALAYA: SHILLONG MEGHALAYA LOGISTICS AND CONNECTIVITY IMPROVEMENT PROJECT (MLCIP) REQUEST FOR BIDS (RFB) E-Procurement Notice (Two-Envelope Bidding Process with e-Procurement) NATIONAL OPEN COMPETITIVE BIDDING CONTRACT TITLE: UPGRADATION/IMPROVEMENT OF SONGSAK MENDIPATHAR ROAD (SMR) KM 0+000 TO KM 35+280 IN THE STATE OF MEGHALAYA (WEST MEGHALAYA). (L = 35.280 KM) UNDER MLCIP FUNDED BY THE WORLD BANK. PKG. NO.: IN-MLCIP–SM-RD–05. TIME OF COMPLETION : 36 (THIRTY-SIX MONTHS) Loan No./Credit No./ Grant No.: __________________________________ Bid No: IN-MLCIP–SM-RD–05 1.The Government of India has applied for financing from the World Bank towards the cost of Meghalaya Logistics and Connectivity Improvement Project (MLCIP) and intends to apply a part of the funds to cover eligible payments under the contract for construction of works as detailed below. 2.Bidding will be conducted through national open competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, Seventh Edition September 2025” (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations available on: Project Procurement Framework | World Bank Group. 3. Bidders from India and foreign bidders should, however, be registered as First class Contractor or equivalent with the Government of India or other State Governments, or State/Central Government Undertakings. Bidders from India and foreign bidders, who are not registered as above, on the date of bidding, can also participate provided they get themselves registered by the time of contract signing, if they become successful bidders. Bidders are advised to note the clauses on eligibility (Section I Clause 4) and minimum qualification criteria (Section III – Evaluation and Qualification Criteria), to qualify for the award of the contract. In addition, please refer to paragraphs 3.13 and 3.14 of the “Procurement Regulations” setting forth the World Bank’s policy on conflict of interest. 4. The Addl. Chief Engineer, EAP, Public Works Department (Roads), Lower Lachumiere, Meghalaya, Shillong Government of Meghalaya invites online bids for the construction of works Upgradation/Improvement of Songsak Mendipathar Road (SMR) Km 0+000 to Km 35+280 in the state of Meghalaya (West Meghalaya). (L = 35.280 km) under MLCIP funded by the World Bank. Pkg. No.: IN-MLCIP–SM-RD–05. Construction period is 36 months and the contractor shall also maintain the developed facilities for a period of 5 years from the date of issue of Provisional Certificate of Completion.Interested bidders may obtain further information and inspect the bidding documents at the address given below during office hours. 5. Bidding documents are available online on https://meghalayatenders.gov. in from 12.06.2026 at 18.00 hrs to 13.07.2026 at 15.30 hrs and can be downloaded by the prospective bidders after registration on the Tender Portal. Bidders who would like to download the document from the website shall register with their details in the website for obtaining User ID and Password. The registration in the website is free of cost. However, a non-refundable fee of Rs.10,000.00 (Rupees Ten Thousand) only including taxes towards the cost of Bid Document in the form of Demand Draft (DD) drawn on any Scheduled/Nationalized bank payable at Shillong in favour of the Chief Engineer, PWD (Roads), Meghalaya, Shillong is to be submitted before the bid closure time i.e. 13.07.2026 at 15.30 hrs . The bidders would be responsible for ensuring that any addenda available on the website is also downloaded and considered while submitting the bid. No separate email or other communication will be sent to the registered bidders in this regard. 6. For submission of the bid, the bidder is required to have Digital Signature Certificate (DSC) from one of the Certifying Authorities authorised by Government of India for issuing DSC. Aspiring bidders who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website: https://meghalayatenders.gov. in. All Bids must be accompanied by a bid security of INR 3,90,00,000.00 (Rupees Three Crore Ninety Lakhs) only drawn in favour of the Addl. Chief Engineer, EAP, PWD (Roads), Meghalaya, Shillong. Bid security will have to be in any one of the forms specified in the bidding document and shall have to be valid for 45 days beyond the validity of the bid. Procedure for submission of original bid security is described in Para 8. 7. Bids comprise two Parts, namely the Technical Part and the Financial Part, and both parts of Bids must be submitted online on 13.07.2026 on or before 15:30 hours and the ‘Technical Part’ of the bids will be opened online on 13.07.2026 at 16:00 hours in the presence of the bidders’ designated representatives and anyone who chooses to attend. The “Financial Part” shall remain unopened in the e-procurement system until the second public Bid opening for the financial part takes place. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue. The electronic bidding system would not allow any late submission of bids. 8. The bidders are required to submit (a) original demand draft towards the cost of bid document; (b) original bid security in approved form; (c) Power of Attorney; and (d) Original Affidavit confirming correctness of information furnished with the bid, to the Addl. Chief Engineer, EAP, PWD (Roads), Meghalaya, Shillong before the bid submission deadline, either by registered post/speed post/courier or by hand so as to reach the Addl. Chief Engineer, EAP, PWD (Roads), Meghalaya, Shillong within the specified deadline, failing which the bids will be declared non-responsive and will not be opened. Any delays in delivery of the above documents forwarded by post / courier will be considered as delayed submissions and the bids will be considered as non-responsive. Employer will not be responsible for any such postal / courier delays. 9.A pre-bid meeting will be held on 22.06.2026 at 15:00 hours at the office of the Addl. Chief Engineer, EAP, PWD (Roads), Meghalaya, Shillong to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in ITB Clause 7.4 of ‘Instructions to Bidders’ of the bidding document. Bidders are advised to download the bidding document prior to the pre-bid meeting in order for bidders to have a good understanding of the scope of work under this contract for discussion and clarification at the pre-bid meeting. 10. Other details can be seen in the bidding documents. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will provide notification to the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the Tender website of the Employer for the latest information related to this bid. 11. Successful bidders if belong to non-tribal must obtain a valid Trading License from the concerned Autonomous District Council in Meghalaya, upon payment of the applicable fee at the time of application. 12.
