Sacramento Region Housing Initiative (RFQ# 202021-08)

SACOG is soliciting qualifications from established firms, consultants, and nonprofits to help SACOG’s member jurisdictions plan for and accelerate infill housing within the six-county Sacramento region. Selected consultant(s) will become part of a pre-qualified bench of experts that are then able to execute contracts with SACOG and member jurisdictions to support this work. Assembly Bill 101 established the Local Government Planning Support Grants Program to provide regions and jurisdictions with one-time funding to support housing planning and accelerate housing production. Under this program, the state Housing and Community Development Department (HCD) will award funding to regional agencies through the Regional Early Action Planning (REAP) program. SACOG, as the regional council of governments, will allocate over $6.7M in REAP funds to address our region’s unique housing priorities and planning needs. The consultant bench established in this RFQ will have a portion of this dollar amount available to satisfy the tasks identified in this RFQ. Funds will be provided directly to member jurisdictions through grant opportunities and to consultant(s) to support an educational series. Selected consultants will provide information, tools, technical assistance, and/or direct project assistance to support the implementation of planning projects that accelerate housing production in the region. This cooperative procurement and contracting approach is committed to assisting local government members in reducing costs and streamlining the procurement process (members shall hereinafter be referred to as Participating Agencies). As a regional government entity assisting other local governments, SACOG strives to make the governmental procurement process more efficient by establishing competitive contracts for services and providing direct customer service to help its members achieve their procurement goals.
