Regional Telework Pilot Initiative (RFQ# 202021-05)

SACOG is soliciting for qualified professionals to provide technical assistance for its upcoming Regional Telework Pilot Initiative. The pilot will provide support to public and private employers’ efforts to administer and maintain ongoing telework. Telework is a strategy to reduce vehicle miles traveled (VMT) and related emissions. Employers of varied job function, geography, and size within the six-county Sacramento region will participate in the pilot and receive technical assistance services. SACOG may select multiple consultants for this work. Qualified professionals will provide technical assistance to employers in one or more of the following categories: Human Resources (e.g., manager/supervisor remote training, productivity monitoring), Non-legal policy assistance (e.g., workers compensation, employment law), and IT equipment/network assistance (e.g, home office set-up, network security) Selected consultants(s) would provide employer-level technical assistance in specific hour allotments (e.g., Employer X receives 15 hours of total technical assistance: ten hours in human resources, two hours in policy assistance, three hours in network assistance). Hour allotments will be consistent among employers but will vary in category. Consultant(s) may be called upon to create widely available materials like webinars, training documents, one-sheet informational flyers, or conduct best practice research. SACOG estimates approximately 300-400 hours of technical assistance to be awarded across the three categories. This RFQ delivers a contract for telework technical assistance but also provides an opportunity to award a master contract that can be used by eligible employers after the pilot concludes. This Master agreement approach would make the eventual agreement available to all California local government entities (cities, counties, special districts, and joint powers authorities).
