(1) Vendor needs to provide WyVisNet off the shelf software and website solution.• Providing a customizable, off–the–shelf website solution using the existing WyVisNet Uniform Resource Locator• The customizable OTS Solution would use the existing WyVisNet URL for a public–facing website and would have a backend software for use by agency staff for day–to–day ambient air monitoring activities• The overall purpose would be to provide a comprehensive cloud–based system for the agency to upload or poll data (e.g., raw data, validated data, QA/QC data), validate data, track its air monitoring assets, report data to the EPA’s AirNow and AQS databases and provide a public–facing website for the interested public.• The public–facing website will report continuous near real–time ambient air and meteorological data and camera images collected from the agency ambient air monitoring SPM stations and SLAMS that employ cameras and continuous monitors• Develop and implement a customizable OTS Solution for the reception of data and images from the agency ambient air monitoring stations• Create individual webpages for each agency monitoring station with data, the camera image, and text as necessary• Provide an internal AQD administrative website or software for the agency to query near real–time data, evaluate data, access camera images, post messages to the public–facing website, submit data to the EPA’s AirNow website, add and remove sites/monitors as necessary, perform data validation, prepare data for submittal to AQS, and have tools for asset management and tracking of QA/QC activities.• Provide improved functionality on mobile devices and operating systems for the both public–facing website as well as the internal agency website• Preparation and acceptance testing of the public–facing website that can be accessed only by the contractor and the agency. This includes the following:– Viewing select station data and images on the website and on unique station webpages to ensure data and images are being correctly displayed.– Migration of static content webpages• Development of a Maintenance, Operation, and Hosting Plan: The chosen vendor will collaborate with the agency to develop a plan to maintain, operate, and host the customizable, OTS Solution. – As stated earlier, the agency does not have physical servers or computer database storage.(2) The contract period will be for one year.(3) All the questions must be submitted no later than July 14, 2026
