(1) Vendor needs to provide cloud–based talent management system. – Provide a comprehensive, cloud–based Software–as–a–Service (SaaS) human resources platform to support the agency’s full employee lifecycle, including recruitment, onboarding, performance evaluations, faculty contracts, off–boarding, data analytics, and Equal Employment Opportunity (EEO) reporting.– Provide platform that will streamline human resources processes, improve date accuracy and reporting capabilities, enhance the applicant and employee experience, and reduce duplicative manual administrative work.– The proposed solution must meet the agency’s requirements for security, data protection, and system integration.– The proposed solution should provide an intuitive, user–friendly, and accessible experience for both applicants and internal users, while supporting the agency’s branding standards.– The system must support automated workflows and digital forms to streamline internal processes.– The system must provide robust reporting and analytics capabilities to support operational insights and compliance requirements.– The proposed solution must support bidirectional data exchange with Banner 9.x and Banner Future–Proofing using vendor‑supported, standards‑based APIs or event‑driven integration frameworks.– Applicant Tracking System (ATS) to manage the full recruitment process, from posting jobs to hiring.(2) All the questions must be submitted no later than July 24, 2026.
