Description

The Contracting Department, Fleet Logistics Center (FLC), Norfolk, VA, 23511-3392 intends to negotiate a Firm Fixed Price contract, utilizing procedures under FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items, for a Full-Time Retreat Facilitator in support of Chaplain Religious Enrichment Development Operation (CREDO). The emphasis of this position is on the development, implementation, execution and evaluation of CREDO workshops, the contractor shall not be limited to workshops and may be utilized as needed for retreat events. This position will involve approximately 80% workshop leadership and 20% retreat facilitation. The contractor shall be responsible for ensuring the accuracy, timeliness, and completion of the retreats, workshops, assessments, and reports in support of the CREDO program as required. This is not a Chaplain position; however the contractor shall be a credentialed subject matter expert with the knowledge, skills and abilities of seminary-trained professional clergy. Two years of professional experience leading CREDO programs is required to fill this position. That level of expertise is critical to creating safe emotional space for CREDO participants (many suffer from varying degrees of operational stress, post-traumatic stress, battle fatigue, and other forms of visible and invisible wounds) in varied CREDO program formats: a retreat in a weekend setting away from base in civilian clothes, or a workshop on base. This position requires extensive familiarity with CREDO, its programs and mission. The contractor shall assist Commander Naval District Washington (CNDW) Religious Programs Office as a professional facilitator and provide support services to the CREDO staff for command administrative consulting support to meet its mission of strengthening Fleet, Fighter, and Family. The position is located at Naval District Washington and job duties can be around a 60 mile radius. Sensitivity and respect for other faith groups shall be maintained. The period of performance consists of a base year starting around 15 September 2017 and two (2) option years, plus the option to extend services up to an additional six months pursuant to FAR clause 52.217-8. This procurement is 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this acquisition is 813110; the Business size is $7.5 M. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States.
