Who qualifies. Any business that qualifies as “small” under the SBA size standard for the solicitation’s NAICS code (measured by employees or average annual receipts).
How to bid. Register in SAM.gov and self-certify as a small business under the relevant NAICS size standard — the general small-business set-aside needs no separate SBA approval.
A federal contract reserved so that only small businesses can compete, keeping large firms out of the bid.
Meet the SBA size standard for the contract’s NAICS code and self-certify as small in SAM.gov.
