This is a pre-solicitation announcement only. All solicitation documents will be available on or about May 15, 2026, online at SAM.gov. The solicitation when posted on or about May 15, 2026, online to SAM.gov will contain all necessary proposal instructions. Proposals will only be requested and accepted from Vendors that are verified and registered in the System for Award Management (SAM) and be verified in the Small Business Administration s (SBA) SBA Dynamic Small Business Search (SBA DSBS) (https://dsbs.sba.gov/search/dsp_dsbs.cfm )as a Service-Disabled Veteran Owned Small Business (SDVOSB) from the Network Contracting Office (NCO) 21. *Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See https://www.sam.gov/SAM/pages/public/index.jsf ). Potential Offerors must have current online Representations and certification application on file with SAM.gov. *Potential Offerors must also be verified in the SBA Veteran Small Business Certification Program as an SDVOSB to be eligible for award. The Contracting Officer (CO) will use the SBA Dynamic Small Business Search (SBA DSBS) https://dsbs.sba.gov/search/dsp_dsbs.cfm) to verify SDVOSB status until further guidance is provided by the Department of Veterans Affairs. The applicable North American Industry Classification System (NAICS) Code is 236220 Commercial and Institutional Building Construction, and the small business size standard is $45.0 Million. PSC Code is Z1DB Maintenance of laboratories and Clinics. The estimated Magnitude of Construction for this project is between $100,000 and $250,000. Questions regarding this pre-solicitation notice must be sent in writing to Ms. Yuliya Kochkina, Contract Specialist, NCO 21 at email: Yuliya.Kochkina@va.gov The Department of Veterans Affairs (VA) Network Contracting Office (NCO) 21 will be issuing a Request for Proposal (RFP) for a general construction contractor for the project titled: Replace Dietetics and Cath Lab Flooring, Buildings 1 and 1D, Project: 654-22-003 at VA Sierra Nevada Health Care System, Reno, NV identified in the Statement of Work (SOW) located at: 975 Kirman Avenue, Reno, NV 89502 to be attached at a future date. Work includes but is not limited to the following: Vendors must be able to provide all labor, materials, equipment, and supervision required to perform replacement of flooring in the Cath Lab & Dietetics Services (kitchen) spaces located in Buildings 1 and 1D. Work includes demolition, recycling and disposal of existing flooring, and installation (new construction) of new flooring. The work should also account for temporary removal, storage, and reinstallation of furnishing and equipment as required for the successful replacement of flooring products as well as infection control and life safety requirement. Additional work includes completely preparing site for building operations, including demolition and removal of existing flooring, and furnish all services, materials, supplies, temporary equipment and items, specifically services, and project supervision in coordination with the VA COR. Vendors must demonstrate the ability to meet all requirements. The full SOW, Specifications, Drawings, and any attachments, including all details, will be published when the Solicitation is posted online to SAM.gov. The estimated period of performance (PoP) for this requirement is 90 calendar days from the Notice to Proceed (NTP). This is a pre-solicitation announcement only. Full Solicitation documents will be available on or about May 15, 2026. The full solicitation will contain all necessary proposal instructions.
