****** THIS IS A PRE-SOLICITATION NOTICE ONLY ****** This is a public synopsis of a forthcoming solicitation in accordance with FAR 36.213-2. This is NOT a solicitation, and no solicitation documents are currently publicly available. This pre-solicitation notice is for Solicitation Number 36C24226B0010 Project Number 630A4-22-413 for the Upgrade Station Chilled Water P&ID 6 east project at the Brooklyn Veterans Affairs Medical Center, 800 Poly Place, Brooklyn, NY 11209. This project will be 100% Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). Competition for this procurement is restricted to verified SERVICE- DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) Contractors. The SDVOSB must be a small business under the relevant NAICS code and must be registered and verified in SBA s Small Business Search and https://www.sam.gov. The NAICS code for this procurement is 236220, Commercial and Institutional Building Construction, size standard: $45million. IAW VAAR 852.219-10 the VIP listed SDVOSB. Prospective Contractor will not pay more than 85% of the amount paid by the government to the prime for contract performance, excluding the cost of materials, to firms that are not VIP-listed SDVOBs. The magnitude of construction for this project is between $1,000,000 and $5,000,000. SCOPE OF WORK: The Department of Veterans Affairs (VA), NCO 2 Brooklyn, VA Medical Center, is seeking highly qualified construction firms to: construct and install a new type of chiller and Air-Handling Unit (AHU) for the Upgrade Station Chilled Water P&ID 6 East project at the Brooklyn Veterans Affairs Medical Center, 800 Poly Place, Brooklyn, NY 11209 in accordance with manufacturer equipment drawings & specifications and VA specifications for Upgrade Station Chilled Water P&ID. The project involves the installation of a new dedicated air-cooled chiller system to serve the existing AC-1 unit on the 8th floor, supporting the newly renovated oncology pharmacy, and the new AHU-1 on the 6th floor, which will serve the IV prep room while maintaining RH 50% and meeting the required ventilation codes. The air-cooled chiller will be housed in the mechanical room. PROJECT COMPLETION: Contractor to start immediately after receiving the Notice to Proceed and complete required work in 365 calendar days. Prospective contractors must be registered at https://www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.70 to be eligible for award. There will be a site visit held for this project and all prospective bidders are strongly encouraged to attend. Details of the site visit will be included in the solicitation document. It is anticipated that the solicitation will be issued on/about November 25, 2025.
