Description

The Government intends to procure these products in accordance with Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Products and Commercial Services) and Part 15 (Contracting by Negotiation), as applicable. The Government plans to award one Firm-Fixed-Price with Economic Price Adjustment (FP-EPA) Requirements-type contract for a ten (10) year period of performance to the responsible offeror whose proposal is determined to be the Highest Technically Rated Proposal with a Fair and Reasonable Price (HTRO-FRP). Solicitation Number SPE60126R0310 is hereby issued as a Request for Proposals (RFP), for the production, storage, and delivery of bulk propellant, Dinitrogen Tetroxide (N2O4), conforming to military specification MIL-PRF-26539 and Energy QAP E45.02 Manufacturing Qualification Requirements Dinitrogen Tetroxide (Aerospace Energy) (January 2023). Ancillary services, such as a Monthly Maintenance Facility Fee (MMFF), Cylinder Re-certification Testing, Evacuation and Purging of Containers, and Precision Cleaning of Containers, Evacuate/Purge Containers, Passivation, Non-Routine Lab Analysis, Pre-Production Sample and First Article Batch are included on the relevant line items to support delivery. Non-Recurring Engineering (NRE) & Market Entry Stand-Up: For new market entrants or contractors establishing a domestic production line, this requirement includes an objective milestone structure to design, build, integrate, and qualify a secure domestic N2O4 capability. Period of Performance: The contract term is from 15 September 2026 through 14 September 2036 (10-Year Period of Performance), structured as: A six (6) month phase-in period; One fifty-four (54) month base performance period; and One five (5) year option period. Question and Answer (Q&A) Period: From the issue date of this solicitation until 4:00 PM Central Time (CT) on Friday, August 7, 2026, potential offerors are permitted to pose questions. After this date and time, no further inquiries will be accepted. Questions must be submitted via email to the Contracting Officer at tammie.campbell@dla.mil. Questions will be consolidated and answered via a solicitation amendment utilizing Standard Form 30 (SF-30) published to SAM.gov. Individualized direct answers will not be provided. Solicitation Closing Date: The closing date for the receipt of offers for all solicitation line items is Wednesday, August 26, 2026, at 4:00 PM Central Time (CT). Offeror Submission Package Checklist In accordance with the Addendum to FAR 52.212-1, the complete proposal submission package must include: Cover Letter Signed and completed SF 1449 Signed and completed SF-30 Amendments (if applicable) Volume I – Technical Proposal (Factors 1, 2, 3, and 4; Section 10 NRE) Volume II – Past Performance Proposal (Factor 5; Completed Attachment H) Volume III – Price Proposal (Completed Attachment G) Volume IV – DLA Small Business Subcontracting Plan Form (Completed Attachment L) Volume V – Summary and Miscellaneous Data (including Authorized Negotiators block) Supply Commitment Letter (on manufacturer's letterhead, if offeror is not the manufacturer) Completed Attachment E – QAP E33.10 (Note: Highly encouraged to submitted by July 31, 2026 to the Contracting Officer) Pre-production COA and sample shipment tracking documentation.
