Combined Synopsis/Solicitation - 70Z08526Q500007 The United States Coast Guard Deputy Commandant for Systems (DCS) is issuing this combined synopsis/solicitation on behalf of the Surface Forces Logistics Center (SFLC) to award a firm-fixed-price service contract, as detailed in the attached Statement of Work. This requirement consists of providing all labor, materials, tools, equipment, and supervision necessary to perform annual and semi-annual inspection and maintenance of installed CO? fire suppression systems and galley fire suppression systems onboard USCGC ABBIE BURGESS. Work includes weighing and inspecting nine (9) CO? cylinders, testing system components (pipe integrity, pressure switches, alarms, time delay cylinders, and pull cables), and replacing nine (9) cylinder hoses. The contractor shall also perform semi-annual maintenance on the galley R-102 APC fire suppression system, including weighing the APC cartridge, testing pull cables, and replacing three (3) fusible links. All work must be completed in accordance with COMDTINST 3120.21C (Cutter Safe-to-Sail Minimum Critical Equipment). This acquisition is a 100% total small business set-aside under NAICS code 336611 Ship and Boat Building, with a corresponding small business size standard of 1,250 employees. The applicable Product Service Code is 4210 Fire Fighting Equipment. All services must be performed on-site at: USCGC ABBIE BURGESS Coast Guard Pier 54 Tillson Ave. Rockland, ME 04841 Required period of performance: Work must be completed within 10 days of contract award. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: • Technical Capability (Pass/Fail) • Past Performance (Pass/Fail) • Total Price A quotation must receive an Acceptable rating for all non-price factors to be eligible for award. Among all acceptable quotations, award will be made to the responsible offeror submitting the lowest evaluated price. To establish Technical Capability (Pass/Fail), the quotation must demonstrate a clear understanding of the work statement requirements, conform strictly to all specifications in the attached Statement of Work, and provide any adequate capability and corporate experience documentation required by the solicitation. Failure to meet these criteria will render the quotation unacceptable. The Government will evaluate recent (completed within the last three years) and relevant past performance to assess the likelihood of successful performance. Past performance will be evaluated on an acceptable or unacceptable basis. To receive an acceptable rating, past performance must demonstrate a rating of satisfactory or higher performance of similar work. Offerors without recent or relevant past performance will be assessed as "Neutral" and considered acceptable for award. Past performance demonstrating marginal or below performance is unacceptable. Offerors shall identify all subcontractors anticipated to perform work under this contract. For each subcontractor, the offeror shall provide the subcontractor’s name, address, point of contact, phone number, the specific work items/specifications they will perform, and the percentage of work they will execute. Offerors must submit a quotation that clearly identifies the items offered and demonstrates compliance with the stated requirements. Prices must be all-inclusive and must cover all costs associated with providing the services, including but not limited to labor, materials, equipment, supervision, transportation, and any other costs. The Government may consider offers nonresponsive if they include conditional pricing, price escalation language, or statements indicating that prices are subject to adjustment based on future costs or fees. The Government intends to evaluate offers and make award without discussions; therefore, offerors should submit their best offer with initial submission.
