AMENDMENT 01 TO SOLICITATION FA664826Q0006 Project Title: Environmental Analytical and Regulatory Compliance Services The purpose of this amendment is to announce a scheduled site visit, outline base access requirements, and formally extend the quotation submission deadline. 1. Site Visit Information A site visit has been scheduled for Friday, 31 July 2026, at 10:00 AM (EST) at Homestead Air Reserve Base (HARB), FL. While attendance at this site visit is not mandatory for the submission of a quote, all prospective vendors are highly encouraged to attend to gain a comprehensive understanding of the sampling requierments and the physical conditions of the installation. Please note that individual appointments or alternate site visit dates will not be accommodated. 2. Base Access Requirements and Deadline To participate in the site visit, vendors must submit the attached Base Access Request Form to obtain clearance from HARB Security Forces. To facilitate the necessary background vetting, vendors must complete the form in its entirety and return it via email to Viviane Filias at viviane.filias@us.af.mil no later than Wednesday, 23 July 2026, at 9:00 AM (EST) (which is 14 days from the issuance of this notice dated 09 July 2026). The attached form requires the submission of the following information for each individual requesting access: Last Name, First Name, Middle Name Date of Birth (DOB) Full Social Security Number (SSN) Driver’s License Number & State of Issue Citizenship Status (U.S. Citizen or Legal Alien) Alien Registration Number (if applicable) SECURITY WARNING: Prospective quoters who fail to provide this complete and accurate information by the 9:00am, 23 July 2026 deadline will be denied access to the installation for the site visit. 3. Responses received after the exact time specified above, shall be determined late and will not be considered for award. Classification: Product Service Code (PSC): B510 – Environmental Assessments NAICS Code: 541380 – Testing Laboratories and the size standard is $19,000,000 Set-Aside: 100% Total Small Business Set-Aside Place of Performance: Department of the Air Force, Air Force Reserve Command, Homestead (ARB) 29050 CORAL SEA BLVD. HOMESTEAD ARB, FL 33039 The Government intends to establish multiple Blank Purchase Agreements (BPAs) with a total five-year ordering period for each awarded BPA. The anticipated period of performance shall commence on 16 July 2026 and extend through 15 July 2031. BPA MASTER LIMIT: Not to exceed $350,000.00 BPA Call Order Limit: Not to exceed $10,000.00 2.0 DESCRIPTION 2.1. This is a combined synopsis and solicitation for commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. 2.2. The 482d Fighter Wing at Homestead Air Reserve Base, FL, intends to award this requirement as a multiple award Blanket Purchase Agreement (BPA). A maximum of three (3) Firm-Fixed-Price BPAs will be established for Environmental Analytical and Regulatory Compliance Services. Contractors shall provide all labor, materials, equipment, transportation, and tools necessary to provide quarterly, seasonal and on-call environmental analytical services for Homestead Air Reserve Base, Florida (as coordinated and designated through the Environmental Flight (CEV) of the Mission Support Group, Base Civil Engineering Section). Analytical services and collection methods shall be performed in accordance with applicable local, state, and Federal regulations. Services shall include laboratory analyses and/or collection of environmental samples, analysis reports, collection records, Quality Assurance, and Quality Control (QA/QC) reports. Sampling parameters for regular quarterly and seasonal samples will be as indicated in paragraph 2.4 of the corresponding Statement of Work (SOW) and will be taken from sampling points provided by CEV personnel. The Contractor and any sub-contractors shall be sufficiently qualified to perform the work as outlined herein prior to the date of the quote and shall have all appropriate licenses and/or certifications necessary. The Contractor shall be responsible for proper training of the sampling personnel and shall provide written instructions to their personnel on the various requirements or methods of environmental sampling outlined in the Statement of Work, as appropriate. Laboratories analyzing samples from Homestead ARB must be NELAC certified as well as also having all necessary County, State and Federal certifications in order to perform the necessary analyses. 2.3. This acquisition is subject to the Service Contract Labor Standards (SCLS) statute (formerly known as the McNamara-O'Hara Service Contract Act of 1965). Because the principal purpose of this requirement is to furnish services in the United States through the use of service employees (e.g., field sampling technicians, couriers), all resulting Blanket Purchase Agreements (BPAs) and subsequent calls will be bound by SCLS requirements. In accordance with Department of Labor (DoL) regulations, the applicable DoL Wage Determination for the place of performance (Homestead Air Reserve Base / Miami-Dade County, Florida) is incorporated as an attachment to this solicitation. Quoters are advised that all fully burdened labor rates submitted in the price schedule must meet or exceed the minimum prevailing wages and fringe benefits established by the attached Wage Determination. Contractors must ensure continued compliance with these wage minimums and reporting requirements throughout the entire duration of the BPA's ordering periods. 3.0 SUBMISSION REQUIREMENTS 3.1. Interested parties who believe they are capable of meeting the requirements are invited to submit a complete quotation package. All quotes must be submitted in writing via email to Viviane Filias at viviane.filias@us.af.mil. The subject line of the email must read: "Quote Submission - [Solicitation Number: FA664826Q0006] - [Your Company Name]". 3.2. Offers are due by 7 August 2026 at 09:00 AM(EST). Any questions received after 7 August 2026 at 09:00 AM EST will not be answered. Additionally, no late submissions will be accepted. 3.3. Please review this combined synopsis/solicitation in its entirety including all solicitation attachments provided herein and submit an offer for the requested services, as prescribed. Payment Terms: (net30)/ Discount(s) FOB Point and Inspection and Acceptance (I/A): All quotes must be FOB Destination and I/A Destination Date quote expires In accordance with the Revolutionary FAR Overhaul (RFO) (RFO 12.105(b), the Offeror shall include in its quote a copy of its standard commercial warranty for the services and materials to be provided under this agreement. For an Offeror to be considered for award, the organization shall be registered with an active CAGE Code in the System for Award Management (SAM) at: www.sam.gov. If the vendor is not registered and active, the vendor cannot receive an award. 3.4.1. The quote shall consist of two (2) separate parts: Part I - Technical Capability Package and Part II - Priced Quote Part I-Technical Capability Package: Provide a capability statement and enough affirmative documentation demonstrating compliance with all mandatory technical and regulatory requirements, to include: Proof of Laboratory Certifications: NELAC Certificate: A copy of the active National Environmental Laboratory Accreditation Program certificate issued by the Florida Department of Health (DOH). The certificate must include the "Scope of Accreditation" annex. Note on Subcontracting: If the prime contractor is purely a field sampling firm and is subcontracting the laboratory effort, provide a Letter of Commitment from the proposed FDEP approved laboratory, alongside their certificate. The Contractor shall ensure the laboratory maintains a current accreditation under Department of Health Rule 64E-1, Certification of Environmental Testing Laboratories, during the performance period of this contract. Field Sampling Standard Operating Procedures (SOP) Compliance: FDEP Compliance Statement: Provide a formal, signed narrative statement certifying that all field collection methods, sample preservation, and chain-of-custody protocols will strictly adhere to the current EPA- and state-approved methodologies, including Florida Department of Environmental Protection (FDEP) Standard Operating Procedures for Field Activities (DEP-SOP-001/01). Additionally, confirm the laboratory providing analytical services is NELAC certified and holds all required certifications recognized by the FDEP for all analyses to be performed under this contract in accordance with the SOW. Equipment Calibration Plan: Provide a summary of procedures for calibrating field instruments (e.g., pH or turbidity meters) prior to use at Homestead Air Reserve Base. Quality Assurance Project Plan (QAPP) Summary: QA/QC Narrative: Document detailing internal Quality Control procedures, how sample anomalies (e.g., a broken bottle during transport) are handled, and standard turnaround times for delivering the final analytical reports to the CEV Flight. Narrative shall not exceed two (2) pages. Resumes of Key Personnel: Resumes: Provide documentation showing field personnel that will directly support the HARB requirement have the relevant experience required and maintain active OSHA 40-hour HAZWOPER certifications for working around hazardous waste. Part II- Price Quotation: Quoters must complete and submit the attached comprehensive, fixed Price List (see fillable attachment), to establish a five-year ordering period. All submitted pricing—including laboratory analyses, field labor, and materials—must be firm-fixed and fully burdened. The term 'fully burdened' means the rates must definitively include all associated costs and expenses. The Government will not authorize or pay any unburdened costs, hidden fees, or separate line-items not included on the noted price list. Additional note: 1. The unit price shall include all associated costs to deliver and perform the BPA in accordance with the SOW. 2. Unit prices shall be good for a minimum of one (1) year from BPA award date. 3.5. Only submission of written offers will be accepted; oral offers will not be accepted. Please provide the full solicitation number on all packages. Offerors are required to submit with their quote, enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation. 3.6. Please note, the maximum file size that can be received by the Government via a single email is 20MB. Emails exceeding this file size limit will be rejected by the server and will not be received by the Contracting Office. If your complete quotation package exceeds 20MB, please divide your submission and send the files across multiple, sequentially numbered emails (e.g., "Email 1 of 3," "Email 2 of 3"). When submitting multiple emails, please ensure the subject line clearly notes that the remaining required files are enclosed in the subsequent emails to ensure your complete quote is evaluated. 4.0 BASIS FOR AWARD 4.1. Evaluation Methodology: Evaluation Methodology: This acquisition will be conducted using streamlined procedures for commercial services in accordance with RFO Part 12. For this procurement, Best Value determination will be made based on the Lowest Priced Technically Acceptable (LPTA) quote. The Government intends to establish a maximum of three (3) Multiple Award Blanket Purchase Agreements (BPAs) from this RFQ to the responsible offeror (IAW RFO 9.103(a) and 9.104-1) whose quote conforming to the RFQ will be most advantageous to the Government. In accordance with the broad discretion authorized by RFO 12.203(c)(2) for the evaluation of commercial quotations, the Government will not utilize formal source selection procedures or conduct a formal tradeoff process. Please note, the Government intends to evaluate offers and award without discussions. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received. 4.2. Evaluation Factors: The following factors shall be used to evaluate offers: Technical Acceptability, Price, and Past Performance of the services offered to meet the Government's requirement. Factor 1- Technical Acceptability (Pass/Fail): The Government will evaluate quotes on an acceptable/unacceptable basis. To be determined technically acceptable, the quoter must provide all requested documentation demonstrating compliance with all mandatory regulatory requirements outlined in the Statement of Work and herein. Factor 2- Price: The Government will evaluate the submitted price lists to determine if the proposed pricing is fair, reasonable, and balanced. Factor 3- Past Performance: The Government will assess Past Performance on a pass/fail basis, based on FAPIIS exclusions, CPARS ratings (if available), SPRS scores, and other valid historical data obtained by the government. 4.3. Selection Process and BPA Establishment: The Government will first evaluate all quotes for technical acceptability. Quotes deemed technically unacceptable will not be considered further. In the event that more than three (3) quotes are determined to be Technically Acceptable (Pass), the Government will use price as the determining factor for selection.
