GENERAL INFORMATION Subject: Nurse Advice Telephone Line Services NAICS Code: 621399 – Offices of All Other Miscellaneous Health Practitioners PSC: Q999 – Medical Services Place of Performance: Colorado River Service Unit (Fort Yuma, Arizona) Uintah & Ouray Service Unit (Fort Duchesne, Utah) Southern Bands Health Center (Elko, Nevada) Response Due: 07/08/2026 @ 12PM PDT Point of Contact: Ashley Velasquez Ashley.Velasquez@ihs.gov PURPOSE The Indian Health Service (IHS), Phoenix Area Office, is conducting market research in accordance with FAR Part 10 to identify responsible sources capable of providing 24-hour Nurse Advice Telephone Line (Nurse Triage) Services for eligible beneficiaries of the Colorado River Service Unit, Uintah & Ouray Service Unit, and Southern Bands Health Center. This notice is issued solely for market research and acquisition planning purposes. This notice: Is not a solicitation; Does not constitute a commitment by the Government; Does not obligate the Government to award a contract; Does not obligate the Government to reimburse respondents for any costs incurred. Information received will be used to support acquisition planning, including the determination of an appropriate acquisition strategy. BUY INDIAN ACT The Indian Health Service conducts market research in accordance with HHSAR 326.603-1 to determine whether there is a reasonable expectation of receiving offers from two or more responsible Indian Small Business Economic Enterprises (ISBEEs) for commercial acquisitions. The results of this Sources Sought Notice will assist the Government in determining whether this requirement may be set aside under the Buy Indian Act (25 U.S.C. § 47). The Government has not determined the acquisition strategy for this requirement. Responses received will be considered in determining whether a Buy Indian Act set-aside or another acquisition approach is appropriate. DESCRIPTION The Government is seeking information from firms capable of providing comprehensive 24 hours per day, 7 days per week Nurse Advice Telephone Line Services, including but not limited to: Toll-free nurse advice telephone access Registered Nurse telephone triage Clinical disposition using nationally recognized physician-approved protocols HIPAA-compliant communications Daily encounter reporting Monthly utilization reporting Follow-up communication when clinically indicated The anticipated service population includes beneficiaries of: Colorado River Service Unit (Fort Yuma) Uintah & Ouray Service Unit (Fort Duchesne) Southern Bands Health Center (Elko) Approximate historical call volume: Location Estimated Volume Colorado River Service Unit 150–200 calls/month Southern Bands Health Center 10–20 calls/month Uintah & Ouray Service Unit Historically low volume A draft Performance Work Statement (PWS) is attached for market research purposes. Transition Capability Describe your firm's ability to assume performance with minimal interruption to patient services. Include your earliest estimated implementation/start date. Accreditation State whether your organization currently maintains URAC accreditation for Nurse Advice Telephone Line or Nurse Triage Services. If applicable, provide the accreditation type and expiration date. Federal and Tribal Experience: Describe relevant experience supporting: Indian Health Service Tribal Health Programs Department of Veterans Affairs Department of Defense Other Federal healthcare agencies Geographic Coverage: Confirm your ability to provide services supporting facilities located in: Arizona Utah Nevada under a single contract. Contract Vehicles: Identify any existing Government contract vehicles available for these services (if applicable). Examples include: GSA Multiple Award Schedule Other Government-wide Acquisition Contracts (GWACs) Open Market Buy Indian Act Eligibility: If your firm qualifies as an Indian Economic Enterprise (IEE) or an Indian Small Business Economic Enterprise (ISBEE), provide: Identification of the Federally Recognized Indian Tribe or Alaska Native Corporation upon which eligibility is based; Confirmation of your eligibility under the Buy Indian Act; and A statement indicating your willingness to submit the required IHS Indian Economic Enterprise Representation with any future solicitation.
