The applicable North American Industry Classification System (NAICS) code is 238220: Plumbing, Heating, and Air-Conditioning Contractors with the applicable small business size standard of $19.0 million. In accordance with VAAR 819.7003(b), the bidders must represent to the Contracting Officer that it is a small business concern under the NAICS code assigned to this acquisition. In accordance with VAAR 836.204, the magnitude of construction for this project is between $2,000,000 and $5,000,000. The Department of Veterans Affairs (VA), VA Black Hills Health Care System (VABHHCS) Hot Springs Campus intends to issue an Invitation for Bid (IFB) in accordance with the procedures set forth in Part 14 and 36 of the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO). Network Contracting Office 23 (NCO23) intends to award a single, firm fixed-price contract for completion of construction Project: Replace 1 North HVAC System at the VABHHCS Hot Springs Campus, South Dakota. An IFB is planned to be issued on or after March 16, 2026 with an award date within 90 calendar days from bid opening date. Further details of all dates, events, and locations, including a pre-bid site visit and bid due date, will be available in the solicitation. Base Bid: Contractor to provide all labor, equipment, materials and supervision necessary to complete Project 568A4-23-207 Replace 1 North HVAC System, at the (VABHHCS) Hot Springs Campus, in accordance with the attached drawings, specifications, and Statement of Work. Work includes, but is not limited to, replacement of air handling unit and all associated mechanical equipment, the conversion of equipment to direct digital controls, ceiling removal and replacement, replacement of VAV boxes, replacement of ductwork distribution mains, upsize existing electrical panels/breaker and safety switches and feeders serving the HVAC. Period of Performance for this work is 365 Calendar Days from issuance of Notice to Proceed (NTP). The IFB (solicitation), consisting of various bid documents, specifications, drawings, forms, etc. will be available for download at System for Award Management (SAM) Contract Opportunity https://sam.gov/content/opportunities).
