SOURCES SOUGHT NOTICE: FOR INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT (IDIQ) SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENTS (SABER). This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. This announcement and related draft Statement of Work (SOW) is intended and published to seek interested firms to provide comments, suggestions, recommendations, hints aimed at supporting and improving the Simplified Acquisition of Base Engineering Requirements (SABER) for an Indefinite Delivery/Indefinite Quantity Contract (IDIQ). Intention of 31 CONS at a later moment, is to solicit and award an IDIQ construction contract, with projects based on a general Statement of Work (SOW) and further defined at the Task Order (T O) level. The SABER, will include work generally defined as non-complex, minor design and multiple project trades including, but not limited to demolition, asbestos and hazardous material (HAZMAT) abatement, architectural, civil and structural work, electrical and communication work, plumbing work, heating, ventilation and air conditioning (HVAC) work and fire protection. Typical projects range from $2.500.00 up to $250,000.00 with the aggregate maximum amount of the program including base, and all successive years not exceeding $9.9M. The total Period of Performance of contractual coverage shall not exceed five (5) years. The NAICS code(s) is: 236220 – Commercial and Institutional Building Construction. All companies must be registered within the System for Award Management (SAM) (https://www.sam.gov). The anticipated period of performance is 1 June 2027 – 30 November 2032. In response to this sources sought, the Government is requesting, interested businesses that feel they can fully support this requirement, to furnish the following information: Name of the firm, point of contact, phone number, email address, UEI and CAGE code. Identify whether your firm is interested in competing for this requirement. Contractor’s Certification for Societa’ Organismo di Attestazione (SOA) Category OG01 and adequate classification to cover projects up to $250,000.00. List also any additional relevant SOA certification in possession. Capability statement should include your firm's general background, qualifications and pertinent contracts awarded. A special notation should be made about any work performed for the Government including documentation with reference to the applicable contract numbers and the supervising agencies. Information in sufficient detail on past performances involving similar requirements (including size, scope, complexity, timeframe, government or commercial), that will facilitate making a capability determination. Information to help determine if the service is commercially available, incorporating pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. Identify any aspects related to this specific acquisition that may have the effect of unnecessarily restricting competition (i.e. Statement of Work elements, Market conditions, Law requirements, etc. to be taken in consideration but not be limited to). Identify alternatives or solutions to overcome them. Identify suggestions on how the Government can best structure this contract requirement to facilitate competition. Any other recommendations to improve the Air Force's approach to acquiring the identified services including method of pricing task order projects. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on SAM.gov. It is the responsibility of potential offerors to monitor SAM.gov for additional information pertaining to this requirement.
