Description

The United States Holocaust Memorial Museum (USHMM), Division of Operations, Office of Facility Services, has identified a requirement to acquire a full range of General Construction support services for the main museum campus and its Ross Administrative Center (RAC) located in Washington, DC, and the Shapell Collections, Conservation and Research Center (Shapell Center) located in Bowie, MD. The proposed Indefinite Delivery/Indefinite Quantity (IDIQ) contract is for a full range of General Construction support. The typical scope of work includes, but is not limited to all labor, materials, equipment, access and supervision necessary to accomplish various repairs, alterations, restoration/modernization, demolition work, and may include civil, structural, mechanical, electrical, fire protection, finish carpentry, painting and communications systems work. The tasks for this contract can be either design, bid build or design build. The Government will review IDIQ performance and requirements on a regular basis and determine the necessity of on ramping. The Government reserves the right to announce and issue a new solicitation for the purposes of: (i) adding additional Contractors to expeditiously meet the requirement as needs materialize; and (ii) increase competition. The Government may implement on-ramp procedures at any time by reopening the competition and utilizing the same basis of award established in the initial solicitation. Any resulting IDIQ awarded will include the same terms and conditions as the current contract. Implementing this procedure will not affect the overall period of performance for the IDIQs. The Government reserves the right to implement off-ramp procedures, which would result in the removal of IDIQ holders. The criteria for off-ramping may include, but not limited to, IDIQ holders not proposing on order request(s), not having at least one order award, and/or unsatisfactorily meeting the SOW requirements. If implemented, off-ramp procedures will remove IDIQ holders by not exercising the next available option or terminating the contract. The Government's intent is to award multiple IDIQ, Multi-award Construction contracts, to those offerors whose proposals will provide the best value to the government. Contractors will be evaluated in two phases. Phase 1 on the following factors: Proof of Bonding, Past Performance, and Key Personnel (specific disciplines and listed in the evaluation criteria). Please include a labor rate sheet in this submission. The period of performance shall be for one (1) base year and four (4) one-year option periods. The selected firms will be competitively chosen in accordance with the Federal Acquisition Regulations and source selection procedures using the Best Value Tradeoff Process. The USHMM will evaluate proposals in response to this solicitation without discussions and will award a contract to the responsible offerors whose proposal, conforming to the solicitation, will be most advantageous to the Government. The USHMM, however, reserves the right to hold discussions with potential offerors, if necessary. The North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. Offerors must register on the https://sam.gov/. Offerors are required to read through the entire solicitation packet, including the Statement of Work (SOW), in detail. To efficiently address all questions in a timely manner, offerors must submit all questions to Mr. James Wesley, Contracting Officer, at jwesley@ushmm.org no later than July 23, 2026 by 5:00 PM (EDT),. No phone calls will be accepted. A mandatory site visit will be conducted on July 16, 2026 at 10:00 AM (EDT) Offeror proposals must be submitted in accordance with the Statement of Work and Evaluation Criteria. Offeror's proposal must be received no later than August 6, 2026 by 5:00 PM via email submission, to jwesley@ushmm.org.
