Terms remain unchanged unless notice is amended in writing. If an amendment is issued, normal procedure relating to the acknowledgment and receipt of notice amendments shall apply. REQUIREMENT SCOPE: The Hawaii Air National Guard (HIANG) requires comprehensive assessment, repair, and inspection of fire alarm and suppression systems for multiple facilities at Joint Base Pearl Harbor-Hickam (JBPHH), HI. Several buildings have failed previous annual inspections and have known deficiencies that must be rectified before a re-inspection can be successfully completed. All work must be performed in accordance with applicable federal, state, and local fire codes and regulations, including UFC 3-601-02. Scope of Work The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform a comprehensive assessment, execute required repairs, and conduct post-repair operational testing and annual inspections for the fire alarm and life safety systems in the following buildings: 3376, 3382 (Main & Annex), 3380, 3379, 3392, and 3417. The scope of work includes, but is not limited to, the following major tasks: Fire Alarm Control Panel (FACP): Address "trouble" and "disable" statuses, and replace, program, and test FACPs in multiple buildings. Transmitter & Antenna: Resolve communication issues and replace, program, and test transmitters and antennas. System Components: Replace and test various system batteries, heat detectors, wiring, and sensors as required per building. Fire Suppression System: Address and repair drain failures on a fire suppression riser. Special Systems: Program and test a new walk-in refrigerator alarm system. Inspection and Reporting: Upon completion of repairs, conduct a full annual inspection in accordance with NFPA 72 standards and submit detailed reports, including a completed NFPA 72 "Fire Alarm and Emergency Communication System Inspection and Testing Form" for each building. Documentation: Provide pre-work submittals (e.g., material lists, safety plans, personnel qualifications) and post-work closeout documents (e.g., O&M manuals, warranty information, as-built drawings). The work will be performed at the Hawaii Air National Guard Campus, Joint Base Pearl Harbor-Hickam (JBPHH), HI 96853. Period of Performance The estimated period of performance is 180 days, tentatively scheduled from September 1, 2026, to February 27, 2027. Required Capabilities Interested parties must demonstrate experience in the assessment, repair, and certification of complex fire alarm and suppression systems. All personnel performing technical work must meet the State of Hawaii's minimum licensing and certification requirements for Fire Alarm system technicians. A NICET (National Institute for Certification in Engineering Technologies) certification in Fire Alarm Systems is highly desirable. Solicitations shall not exceed 5 pages, and provide the following: One (1) signed copy of the Solicitation (SF1449) Vender Name, Vendor POC, Vendor CAGE, Vendor UEI, Contact Ph#, E-mail, Discount terms (if applicable); Socio-Economic status; and completed Work Experience Form (attached). Additionally, in order to be eligible for award, all respondents shall complete all Representations and Certifications found within their profile in the System of Award Management (SAM) at https://www.sam.gov. Information provided from answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. if an amendment is issued, normal procedure relating to the acknowledgment and receipt of solcitation amendments shall apply. The Government intends to evaluate offers and award a contract WITHOUT discussions with offerors. Therefore, the offeror's inital offer should contain the offeror's best terms. [RFO FAR 52.212-1(d)]. A quoter which requires the Government to execute a separate agreement with a third party shall be deemed technically unacceptable.
