Effective Date: 01/15/2026 Revision: 03 Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06. This solicitation is set aside for SDVOSBs. The associated North American Industrial Classification System (NAICS) code for this procurement is 541380, with a small business size standard of $19.0 million. The FSC/PSC is F103. The VA New York Harbor Healthcare System (Manhattan, Brooklyn, and St Albans) has a requirement for water quality management services including: dental waterline testing; legionella water testing; potable water testing; sterile processing water testing; automated monitoring of incoming potable water; operation and maintenance of monochloramine domestic water treatment system; ice machine cleaning and disinfection; laundry wastewater testing; utility water treatment (cooling tower and boiler systems); water fountain/dispenser maintenance, cleaning, disinfecting; and retherm units maintenance, cleaning, disinfecting services.
