*** SOLICITATION AMENDMENT 0002 NOTICE *** The purpose of Amendment 0002 is to incorporate the updated SCA Wage Determination (Attachment 5 - Rev 34), re-post an unlocked and accessible version of the Amendment 0001 document to resolve vendor file access issues, incorporate the detailed Building 1990 Equipment List spreadsheet (Attachment 8), and formally correct a typographical error in RFI Q&A #83 to clarify that the anticipated award date is on or before 01 October 2026. The proposal submission due date remains unchanged as 17 September 2026 @ 10:00 AM CST. Offerors must review all updated attachments and acknowledge receipt of both Amendment 0001 and Amendment 0002 in accordance with the instructions herein. The 375th Contracting Squadron at Scott Air Force Base (SAFB), Illinois, is issuing a solicitation for non-personal services to provide comprehensive facility management, operations, and maintenance services for Building 1990. The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform preventative maintenance, routine demand repairs, and minor alterations for Building 1990 at SAFB, in accordance with the attached Performance Work Statement (PWS). This requirement is being solicited as a 100% Small Business Set-Aside under NAICS code 561210 (Facilities Support Services). The Government intends to award a single, hybrid Firm-Fixed-Price (FFP) and Time-and-Materials (T&M) Requirements Contract comprising a 12-month Base Period, four (4) 12-month Option Periods, and a 6-month Option to Extend Services. Award will be made based on a subjective best-value tradeoff process, with Past Performance considered significantly more important than Price, and Technical Approach evaluated strictly on a pass/fail Acceptable/Unacceptable basis. All questions and proposals must be submitted electronically in accordance with the instructions provided in the attached Request for Quote (RFQ) Addendum to 52.212-1.
