Amendment 0002: This amendment is issued to formally revise the solicitation requirements, update the evaluation and pricing structures, incorporate Questions and Answers, and extend the RFQ deadline.Key Revisions Included in This Amendment:A. 10 of 15 High School Selection Model: The Government is no longer requiring placements at all fifteen (15) high schools. Instead, offerors must select exactly ten (10) Primary schools for active placement from the list of fifteen (15) authorized schools, with the remaining five (5) serving as pre-approved, unfunded Alternates for post-award substitution, if required.B. Blended Flat-Rate Pricing Rule: To facilitate zero-dollar post-award swaps, if required, offerors must propose a single, uniform, blended Firm-Fixed Price (FFP) unit price that applies identically to all fifteen (15) schools in the pricing matrix. The revised CLIN structure enforces a uniform pricing model, funding exactly ten (10) active placements at award while incorporating five (5) alternates as unfunded, pre-approved substitutes.C. Standardized Timeline: The anticipated period of performance is 365 days and is broken down in the three phases detailed below: Contract Award 30 days for Creative and Production Phase during which the following will occur: Post-Award Materials Furnished Vendor Submits Draft Artwork (No later than 14 Days Post-Award) Government Reviews and Approves Artwork (Within 5 Days) Vendor Fabricates, Ships, and Installs Assets (Within 10 Days) *If school coordination fails during this window, substitution is executed immediately* Active Campaign Phase Ads Active in all 10 Selected High Schools (11 Months) Monthly Proof of Performance and QR/App Analytics Reports DeliveredD. Indoor Static Display Classification: All static display banners are officially classified for indoor use. Banners must be fabricated using weatherproof, heavy-duty indoor-rated vinyl substrates and must utilize 6-inch-tall lettering.E. QR Code Integration: All physical and digital designs must incorporate a custom Government-provided QR code linking to the Aim High recruiting mobile application for engagement tracking.F. Q-As: Incorporates the official questions and answers directly into the solicitation package.G. Extend the RFQ deadline to 30 July 2026, 11 AM EST.Amendment 0001: Extends the response date to 29 July 2026 1100 AM EDT to allow the Government time to post the QA as well as updated RFQ criteria and then allow vendors time to provide updated quotes. The Delaware Air National Guard has a requirement to procure comprehensive advertising material and services to enhance brand awareness and support recruiting engagement among target-age demographics. The campaign will span 15 high schools across the state of Delaware, providing consistent exposure during high-traffic athletic events to students, parents, and local communities. The ad campaign shall run for the length of the academic year 26-27.
