THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns and what type of small business. Title: Range Maintenance and Repair Support Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic is specifically seeking HUB Zone Small Businesses, 8(a) Small Businesses, Service-Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, or other Small Businesses with current relevant qualifications, experience, personnel, and established capabilities to perform the proposed requirement. Small businesses claiming the following small business types 8(a) Small Businesses, HUBZone Small Businesses, Service-Disabled Veteran Owned Small Businesses, and Women Owned Small Businesses, must be certified and registered by the Small Business Administration (SBA) office and listed as such in the SBA database. The work includes, but is not limited to, furnishing all labor, supervision, management, tools, materials, equipment, transportation, incidental engineering, and other items necessary to provide general repairs necessary to keep ranges and training areas in usable condition. The range maintenance tasks include, but are not limited to carpentry, welding, masonry, electrical, painting, some heavy equipment operations, mechanical maintenance, refurbishing props, and trash/debris removal. Other work included, but not limited to fabricating, installing and repairing metal gates, flag poles, metal barriers, signs (lateral limit, range, identification, impact area, no trespassing, and warning signs metal and wood). Erecting and maintaining barricades, installing and repair of fencing (wood and metal), ammo breakdown table repair, wooden steps located on ranges, repair to range structures and range facilities, berm maintenance, firing position maintenance, bunkers, retaining walls of wood or sandbags and metal bleachers. At one hundred-four (115) live fire ranges, and four hundred ninety-three (566) training facilities within a 40-mile radius of Marine Corps Base, Camp Lejeune Training Complex areas that includes Camp Johnson, Camp Geiger, Marine Corps Air Station-New River, Stone Bay Ranges, Camp Davis, and Outlying Landing Field Oak Grove, Jacksonville, North Carolina. The contractor shall be responsible for providing certified technicians for the required skill set of the trades required to do the work required, skilled workers with commercial Class A CDL license, welders’ license, electricians’ license, HAZMAT qualified, OSHA certified, valid North Carolina drivers’ license, or state of residence drivers’ license. A complete list of specifications will be included in the solicitation. The Procurement Method is Contracting by Negotiation FAR Part 15. The Government intends to award a Firm Fixed Price/Non-Recurring type contract with a base period of one year plus four (4) twelve-month option years. The total term of the contract, including all options, will not exceed sixty (60) months. The Contractor maybe required to continue performance for an additional period up to six (6) months under the Option to Extend Services Clause. In either case, the Government will not synopsize the options when exercised. The North American Industry Classification System (NAICS) Code for this procurement is 561210 and the annual size standard is $47,000,000.00. All Small Business concerns are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of this market analysis. One of the main functions of this Sources Sought is to assist the Contracting Officer in determining whether a Small Business concern set-aside is an acceptable strategy for this procurement. Notifications of interest must be submitted in writing via email; phone calls will NOT be accepted. Interested parties should respond as soon as possible but NO LATER THAN 3:00 p.m. 22 July 2026.
