Description

Project Name: Replace Roofs Building 69 and 139 Project No: 542-23-201 Construction Phase Acquisition Information: In accordance with FAR Subpart 5.2, This opportunity is 100% set-aside for Service- Disabled Veteran-Owned Businesses (SDVOSB) Contractors. This acquisition is conducted in accordance with FAR Part 36 & 14, Invitation for Bid (IFB). Award shall be made based on price only IAW FAR 14 Invitation for Bid procedures. Work to be Performed: The construction site is located at the southwest intersection of East Kings Highway and North Calin Road, outside the incorporated limits of Coatesville in Chester County. The site is an existing VA Medical Center known as the Coatesville VA Medical Center. This project shall include demolition, abatement, repair, and replacing of the roof of buildings 139 and 69 at the Coatesville VA Medical Center. This includes the pitched roof of building 139, the flat roof of building 139, and the flat roof of building 69. This project must provide complete and functional material and systems in accordance with the Department of Veterans Affairs (VA) requirements, industry standards and all applicable code requirements. This applies to each system and every system, as a whole, which is affected by this project, even if only partially modified. The systems and equipment must maximize energy efficiency to the maximum extent practical. All work shall be performed in accordance with the Specifications and Drawings, and shall follow all applicable Federal, State and Local regulations and standards. The maximum time for completion of the project is 270 calendar days after receipt of Notice to Proceed. The full detailed scope of work is included in the solicitation. The solicitation documents and drawings will be available for download from the website at SAM.GOV on or about Thursday, May 7, 2026. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and updates. The Government will not provide paper copies of the solicitation. Bidders are responsible for downloading the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for solicitation will NOT be honored. Individual copies of the Bidder s Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the SAM.gov website and bidders are advised that it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The solicitation will include information concerning the pre-bid organized site visit, due dates for requests for information, date and time bids are due and the bid opening location, date and time. Individual requests to visit the site shall not be honored. While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contract Specialist via electronic mail to the Contract Specialist: vanessa.chmielewski@va.gov by the date specified in the solicitation. No telephone or fax requests will be honored. Disclosure of the magnitude of construction projects for this procurement is Between $1,000,000 and $5.000,000.00. The NAICS Code applicable is 236220 with a small business size standard of $45 million. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of FY26 funds. To be considered for award, all prospective contractors MUST be registered in the System for Award Management (SAM) Database at www.sam.gov , MUST be in compliance with VAAR 819.7003 and meet the VETCERT SDVOSB certification requirements per https://veterans.certify.sba.gov/, and MUST meet OSHA/EPA requirements.
