The Nebraska Air National Guard (155th Air Refueling Wing) intends to award a sole-source, firm-fixed-price purchase order to Improvised Electronics LLC. This acquisition is being conducted as a commercial item acquisition using simplified procedures, with the intent to solicit from a single source, as authorized by FAR 12.102(a). This announcement constitutes the only notice of intent. The Government requires the delivery of the USAF EOD Electronics Course-MTT (Mobile Training Team) to be conducted for Nebraska Air National Guard Explosive Ordnance Disposal personnel. Sole Source Justification: Improvised Electronics USAF EOD Electronics Course is a unique, proprietary offering specifically designed for the military EOD community. Market research indicates that while general electronics courses are commercially available, no other vendor offers a Commercial Off-The-Shelf (COTS) curriculum that combines fundamental electronics theory with specific application to Improvised Explosive Device (IED) circuits and methodologies. The course includes the use of proprietary lab kits, the Ultimate EOD Electronics Reference Guide, and specific CAD files and source code developed by the vendor. These materials are integral to the hands-on learning objectives and are not available for purchase or use from any other source. Additionally, the instructors possess a unique and critical combination of field experience in military EOD operations and expert-level knowledge in electronics and circuit analysis, which is not available from standard commercial electronics instructors. Notice to Interested Parties: This notice of intent is not a request for competitive proposals or a solicitation for offers. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received by the closing response date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
