This requirement is being solicited as a Total Small Business Set Aside using FAR Part 12 Acquisition of Commercial Products and Commercial Services. The NAICS Code is 238320 – Painting and Wall Covering Contractors with a small business size standard of $19.0M. SCHEDULE OF SUPPLIES/SERVICES: See Attachment B –Pricing Sheet. DESCRIPTION OF WORK: GLS is seeking a contractor to perform painting and mechanical refurbishment of eight (8) steel stoplogs at Snell Lock in Massena, NY. CONTRACT TYPE: This solicitation is a Request for Quote (RFQ) that will result in the award of a firm fixed price contract under FAR Part 12, subject to the availability of funds. CONTRACT PERIOD OF PERFORMANCE: The Contractor shall begin performance within 10 calendar days and complete within 120 calendar days after receiving the notice to proceed. PLACE OF PERFORMANCE: Snell Lock, Massena, NY 13662. SITE VISIT DATE: May 06, 2026, 10:00AM EST. Participants shall meet at Eisenhower Lock Overlook (North), 190B Barnhart Island Road, Massena, NY 13662.
