Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FY26.08A 05/29/2026, FAC 2026-01 03/13/2026. This solicitation is set-aside for SDVOSB. The associated North American Industrial Classification System (NAICS) code for this procurement is 339112, Surgical and Medical Instruments, Equipment and Supplies with a small business size standard of 1,000 employees. The FSC/PSC is 6515-Medical and Surgical Instruments, Equipment and Supplies. The Syracuse VAMC is seeking to purchase quantity of Three Eye exam chairs for their Syracuse Surgery Department. All interested companies shall provide quotations for the following: Salient Characteristics required: STATEMENT OF WORK GENERAL INFORMATION Title of Project: Exam Chairs-quantity-3 delivered FOB Destination to the Syracuse VAMC. Type of Contract Contemplated: Firm/Fixed SCOPE Specialized chairs quantity 3 for the Syracuse VAMC designed for patients during eye examinations and procedures. The scope lies in providing optimal patient positioning, comfort, and support throughout the examination process. REQUIREMENT/SALIENT CHARACTERISTICS/SPECIFICATIONS: Manual pneumatic assisted recline examination chair to table position Power hydraulic lift raises and lowers patients smoothly Powered hydraulic base with counterbalanced manual recline A recline bar, reachable from both sides of the chair top, activates the counterbalanced recline Membrane Switches are engineered for reliable performance year after year Armrests lock in place and release for easy patient access Large, hinged footrest supports patient s full weight Swivel chair 330 degrees Detached foot switch permits hand free operation Backlit membrane switches eliminate need for high voltage wiring and last 10X longer. This is critical for obtaining high-quality diagnostic images and reducing motion artifacts. Even slight patient movement can affect the quality of tests like OCT and fundus imaging. Many chairs feature a central brake system or lockable castors to ensure the chair remains securely in place once the patient is positioned.
