Description

This is a combined synopsis/solicitation for BRAND NAME QUANTSTUDIO 3 LABORATORY EQUIPMENT prepared in accordance with FAR 12. This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued. Solicitation number 140G0226Q0058 is issued as a request for quotation (RFQ) for BRAND NAME QUANTSTUDIO 3 LABORATORY EQUIPMENT. Simplified produces are being used for this requirement. This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing, with a small business size standard 1,000 Employees. The government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer, conforming to the synopsis/solicitation, will be most advantageous to the government (as determined by the solicitation basis of award). All interested companies must provide quotations per the specifications found in the solicitation. Delivery shall be provided by 30 days after receipt of award. Specify delivery terms is FOB destination to La Crosse, WI. Award will be made to the quoter whose quotation is the lowest priced, technically acceptable offeror. The quote with the lowest price will be reviewed first and if that quote is found to be technically unacceptable, the next lowest quote will be reviewed and etc. To be considered technically acceptable, offeror shall provide technical brochures or specifications, complete configuration to include quantity, part numbers, and descriptions, per line item as specified in this buy. Failure to submit this info may be considered as non-responsive. These technical brochures or specifications must demonstrate the proposed equipment meets or exceeds all of the minimum characteristics listed above. All vendors must quote Authentic, Manufacturer certified/warranted products in original, intact manufacturer's packaging, no "Gray Market", counterfeit, refurbished, or resale items shall be considered. Provisions, Clauses, and Other Requirements: Provisions and Clauses can be found in the attached solicitation: Offerors must complete entity-level representations and certifications online in the System for Award Management (SAM) in accordance with FAR 52.204-7, System for Award Management - Registration. Submission Instructions: All quoters must submit the required information found in the "Basis of Award". All quotes must be submitted via email to beth_wilson@ios.doi.gov. This is a small business set aside combined synopsis/solicitation for BRAND NAME QUANTSTUDIO 3 LABORATORY EQUIPMENT as defined in the attached solicitation. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following." Quoters must list exception(s) and rationale for the exception(s). Quotations that reject the terms and conditions of the solicitation may be excluded from consideration. Submission must be received not later than May 20, 2026. Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(c). All quotes must be submitted via email to Beth Wilson at beth_wilson@ios.doi.gov. All responsible sources may submit a quotation, which will be considered by the agency.
