GROUNDWATER MODELING HYDRO DATA THIS IS A SPECIAL NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT. THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD. The authority of this proposed action is in accordance with Revolutionary FAR Overhaul Subpart 12.102(a) ¿ Commercial Products and Services. For acquisitions at or below the Simplified Acquisition Threshold (SAT), agencies must document decisions where only one source is available. The U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) intends to award a sole source purchase order to KBIC Natural Resources Department for hydrologic data (streamflows and groundwater elevations) and related modeling support. KBIC is the only entity with access to the required datasets and unique local knowledge necessary for this work. Market research was conducted through: . Posting a Sources Sought Notice on SAM.gov . Reviewing responses received . Evaluating capabilities documentation from available commercial sources Based on this market research, USGS determined that only one responsible source is available that can meet the Government¿s minimum requirements, and no other sources were identified who can provide this service. The North American Industry Classification System (NAICS) code is 541360 (Geophysical Surveying and Mapping Services) and the size standard is $28.5 million. This is a sole source notice published for informational purposes only and not a request for competitive quotes. Therefore, no solicitation document exists for this requirement. All responsible parties interested in responding to this notice are invited to submit a capability statement by the time and date specified in this notice that provides sufficient details for consideration by the Government, via email to: Lisa Williams at lisa_williams@ios.doi.gov. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Phone calls will not be accepted in response to this notice. All information submitted should support the responses¿ capability to provide the services required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating the responses bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel this requirement.
