This is a Solicitation Notice for commercial items prepared in accordance with the format in FAR 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; responses/quotes are being requested. Requirement Description This requirement is for the procurement of one (1) billboard framework. Procurement, delivery, and installation of a freestanding billboard framework designed to support aluminum panels, including UFC-compliant concrete pad construction. The attached Statement of Work (SOW) must be referenced and followed when soliciting to this opportunity. Offerors that submit alternative products must provide technical specs, sheets or any other literature. The Government reserves the right to reject offers that do not include the before mentioned. Alternative products must meet the following base minimum specifications to be considered Equal to: The contractor shall ensure all materials and installations meet the following exact structural and physical criteria: Display Area Dimensions: 32 feet (width) by 12 feet (height). Ground Clearance: The bottom edge of the structural framework shall sit no higher than 1 1/2 feet above finished grade. Concrete Pad Geometry: A ground-level concrete pad must outline the perimeter of the billboard structure, featuring a one-foot offset extending outward from all outer edges of the billboard's footprint. Concrete Pad Finish: The surface must be finished to a flat, smooth, level profile (such as a hard steel trowel finish) to facilitate the future bonding and adherence of brick and mortar. Concrete Compressive Strength: Minimum 4,000 PSI compressive strength at 28 days, strictly conforming to UFC 3-301-01 and ACI 318 structural standards for exterior slabs on grade. Concrete Durability & Mix: Air-entrained concrete (5% to 7% air content) to withstand localized freeze-thaw cycles and weather exposure. Steel Reinforcement: Reinforced with ASTM A615, Grade 60 deformed rebar or structural welded wire reinforcement (WWR) as designated by structural wind-load engineering. Subgrade Preparation: Compacted base/subgrade quality matching UFC 3-250-04 parameters to prevent slab cracking, settling, or shifting. Panel Mounting Capacity: Framing designed to securely and seamlessly affix twelve (12) factory-coated aluminum panels (4' x 8' dimensions, 1/4" thickness) with zero structural warping. See Figure 1 for further dimensional details. Wind Loading: Structural framing and foundation must be engineered to withstand regional wind loads per UFC 3-301-01 (referencing ASCE 7 structural design loads). CLIN STRUCTURE: CLIN 0001: 181 Billboard Quantity: 1 Unit of Issue: Each Price: $________________ All CLINs F.O.B. Destination. Quotes must include shipping and handling and be independently identifiable on quote. Place of Performance: 970 Petercheff Street, Terre Haute, IN 47803 Delivery Period: 90 Days After Notice of Award Solicitation Information The Government intends to award a contract resulting from this RFQ to the responsible offeror whose quotation represents the best value after evaluation in accordance with the factors and subfactors in the RFQ. All quotes/responses shall be submitted via email to TSgt Keith Parker at keith.parker.4@us.af.mil no later than 1:00 PM Eastern Standard Time on 31 July 2026. Offerors must be registered in the System for Award Management Registration (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at https://www.sam.gov. This is a firm fixed-price procurement; therefore, the offeror’s initial offer should represent the vendor’s best quote in terms of price, delivery and technical acceptability. Solicitation closing date/time is firm; proposals received after the deadline may not be accepted. Your quote must contain enough technical information i.e. data sheet, drawing, specification, etc. for evaluation. Solicitation Evaluation for Award Your quote will only be evaluated based on the information provided. The award will be made on a Best Value approach. Evaluation factions shall be Price, Technical Acceptance, and delivery. A determination by the Government not to accept the proposal for not meeting the minimum requirement is solely within the discretion of the Government. (8) Total Amount: ______________________ (9) Any Requisite Technical Specifications for Requirement The Government may waive informalities and minor irregularities in proposals received. Any quote, modification, or revision of a quote received after the exact specified in this solicitation shall be determined as late and may not be considered. If a late quote is received before award is made, only the Contracting Officer can make the determination that accepting the late quote would not unduly delay the acquisition. The government intends to award a purchase order without interchanges with respective vendors/quoters. The government, however, reserves the right to conduct interchanges if deemed in its best interest. Under appropriate circumstances, interchanges can be an effective method to improve the Government’s evaluation of Offerors’ quoted approaches and may reduce acquisition cycle time. Interchanges may be written, email, phone call, etc., or any method which would accurately capture the contemporaneous sharing of information between the Government and the Offerors. Interchanges may also be oral conversations between the Government and the Offerors. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit cost or prices offered, unless the offeror specifies otherwise in the proposal.
