The United States Coast Guard is accepting quotes for qualified individuals or firms to furnish all labor, tools, equipment, and materials for a new potable water connection in Natchez, Mississippi. All work is to be completed in accordance with the scope of work/specifications. The scope of work is attached and includes details of what the USCG needs along with photos. Prior to submitting a quote, it is mandatory to examine the scope of work, and it is highly recommended to visit the facility to take field measurements, evaluations, etc., and become familiar with existing conditions under which the work will be performed. Project Description and Scope of Work The United States Coast Guard (USCG) requires a qualified contractor to furnish all labor, tools, equipment, and materials (excluding Government-Furnished Material) for a new potable water connection at the CGC GREENBRIER UPH BUILDING, located at 44 L E Barry Rd, Natchez, MS 39120. Core Work Requirements Valve Replacement: Remove the existing inground 2.5-inch valve connecting city water to underground piping. Piping Replacement: Remove and replace approximately 25 feet of below-ground PVC piping. Remove and replace approximately 65 feet of above-ground 2.5-inch Schedule 80 PVC piping running across the wooden railing towards the tramway. Tramway Routing: Add a reducer from 2.5-inch to 2.0-inch Schedule 80 PVC to run underneath the tramway and down approximately 88 feet. Hookups: Create two sections teeing off the 2-inch PVC, reducing to 1.5-inch Schedule 80 PVC, serving as potable water access hookups next to the tram's two highest pins (approx. 87 feet apart). Each side will feature a bleed valve (facing up), a cut-off valve, and a 1.5-inch NH thread adapter (facing down). Utility Coordination: Contractor must coordinate with the city water company for shutoff and activation. Water cannot be shut off longer than a single workday. Visual References and Site Conditions The figures and photographs provided in the SOW attachment serve as the primary visual reference for the required scope of work. Bidders must review all figures carefully. Contractors are responsible for verifying all existing site conditions, clearances, and dimensions prior to submitting a proposal. This will be a firm-fixed priced purchase order awarded to the lowest priced technically acceptable offer. The evaluation factors are: - Price - Technical Acceptability - Past Performance Make sure to provide your price, technical approach, and past performance with your quote. The Government will evaluate the past performance of each offeror to determine the degree of confidence that the offeror will successfully perform the contract requirements. Evaluation will consider the relevance, quality, and timeliness of prior work as demonstrated through submitted references and independent government sources. Offerors with no relevant past performance will receive a neutral rating. Past performance will be rated and factored into the overall evaluation as specified in the solicitation. Offerors, if they wish, can also provide information on problems encountered on the identified contracts and the offeror’s corrective actions. The Government shall consider this information, as well as information obtained from any other sources, when evaluating the offeror’s past performance. The source selection authority shall determine the relevance of similar past performance information. Submit quotes to Joel.S.Ivy@uscg.mil by the date and time listed in this solicitation. This is a combined synopsis/solicitation for non-commercial items prepared in accordance with the format in FAR Part 36, as supplemented with additional information included in this notice. The solicitation is issued as a Request for Quotation (RFQ). Federal Acquisition Regulation (FAR) Clauses and Department of Labor Wage Rates for Construction are included in this order and are applicable. Where Federal Acquisition Regulation clause language is inconsistent with FAR Part 36, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR Part 36 to be consistent with a request for quotations. This tailoring includes but is not limited to the following: In accordance with FAR Part 36, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR Part 36. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word. In accordance with FAR 5.101(a)(2), all responsible sources may submit a response which, if timely received, will be considered by the U.S. Coast Guard. This is set aside 100% for small business. Offerors must be actively registered in SAM.gov. Payment and performance bonds are not required.
